About

Municipal and other governmental issuers sometimes will issue bonds for reasons beyond the normal governmental project or refunding.

This session will examine some of the reasons governmental entities may consider issuing bonds, the benefits and drawbacks of doing so, and the legal challenges that they may face. Topics for discussion are expected to include bonds issued by special purpose municipal entities, such as the recently-created city revitalization and improvement zone (CRIZ) authority, and pension obligation bonds, as well as a discussion of the rise of the use of bank loans by municipal and other governmental issuers and its impact on municipal finance.
