About

Gerrymandering or the drawing of electoral districts to favor one party over another party or to favor or disfavor an individual candidate is a common practice in both state and federal electoral district maps.  Gerrymandering leads to minority rule, the polarization of legislatures and members of legislatures choosing their voters instead of voters choosing their elected officials.  The course Is designed for policymakers and lawyers who wish to understand gerrymandering more deeply and participate in gerrymandering litigation or lawmaking. 

Join us as we explore solutions to prevent gerrymandering through traditional redistricting methodologies and new approaches such as neutral drafting commissions, open process, publicly available data, and computer programs which may be used to create fair districts and to detect gerrymandering and overturn gerrymandered maps.

The course will also present the opposing view that gerrymandering is legal under U.S. law and that no methodology for redistricting can ever be truly neutral or allow a judicially enforceable standard.
