Municipal solicitors in Pennsylvania serve as the general counsel to their clients, and they handle a wide variety of legal work, including litigation, contracts and labor matters. Sometimes solicitors are full time employees and sometimes they are in private practice. The solicitor often will not have significant experience in the law of debt issuance which is why the municipality retains separate bond counsel. Nevertheless, the solicitor serves an important function when his or her client issues debt. This session will review the things the solicitor should understand and do in order to protect the municipal client in a bond issue.
