Short-term rentals through online platforms such as AirBnB and HomeAway have wide-reaching impacts for Pennsylvania communities. The rental of houses and apartments in residential areas for short stays implicates property rights of owners, neighborhood quality of life, regional housing availability, tax revenues, and, with the emergence of COVID-19, public health. This program will address local concerns about this relatively new and popular use, the manner in which local governments and the state have responded, and recent appellate court decisions.
