Overview

Title IX of the Education Amendments of 1972 recently celebrated its 50th anniversary.  This federal law has been credited with forever changing education in the United States by prohibiting discrimination on the basis of sex in educational programs and activities.  

Millions of women have benefited from Title IX.

Title IX led to the rise of collegiate women’s athletic programs and professional leagues, it expanded opportunities for women in science and technology fields and it added protection from sex discrimination, including sex-based harassment and sexual violence on campus.  

During this program, the panel focuses on:

  • The history of Title IX
  • Current status of Title IX 
  • The women impacted by Title IX

Faculty

Frank Roth Esq.

Mr. Roth is General Counsel and Secretary of the Board of Trustees of Lehigh University. He has been practicing law for 39 years and has 35 years’ experience in higher education law, serving as Associate General Counsel of the University of Pennsylvania from 1987 to 1996, as General Counsel of Drexel University from 1996 to 2001, and as Lehigh’s General Counsel since 2001. Since 1994, he has been a Lecturer in Higher Education Law at the University of Pennsylvania Graduate School of Education. Mr. Roth serves on the Board of Directors for the National Association of College & University Attorneys, the Lehigh and Northampton County Bar Associations, and the Pennsylvania Bar Association. He received a Bachelor of Arts degree from Lehigh University and his Juris Doctor degree from Harvard Law School. 

Charlotte Thompson

Charlotte is a Class of 2025 Juris Doctorate Candidate at Penn State Dickinson Law. She earned a BS in Economics from the University of Maryland, where she was a full athletic scholarship NCAA DI Track & Field Student-Athlete. Prior to law school, she worked as a Statistician for the US Department of Agriculture (USDA) Agricultural Research Service (ARS) where she oversaw data collection and solicitation, performed data analysis, and generated publications/summarizations.

Riley Ross III, Esq.

Riley H. Ross III is a Partner at Mincey Fitzpatrick Ross, LLC. He has extensive experience in the areas of civil rights litigation, federal criminal law, white-collar criminal defense, Title IX litigation, employment discrimination and general civil litigation. Mr. Ross is an experienced trial lawyer having tried numerous cases in his previous positions as the owner of Ross Legal Practice, LLC; as an attorney with litigation powerhouses Williams & Connolly in Washington, D.C., and Drinker Biddle & Reath, and Tucker Law Group in Philadelphia; and as an Assistant Federal Public Defender in Norfolk, VA. Mr. Ross is the 2023 recipient of The Honorable William F. Hall Award, presented by The Barristers’ Association of Philadelphia, Inc. and the 2021 recipient of the Champion Award, presented by the Pennsylvania Bar Association’s Civil and Equal Rights Committee to an individual who champions for civil rights for all Pennsylvanians. Mr. Ross has been named a “2009 Lawyer on The Fast Track,” a “2010 Pennsylvania Rising Star,” and a Pennsylvania Super Lawyer® each year since 2014. Mr. Ross is an active member of the national, state and local legal communities. Mr. Ross is a member and past Chair of the Board of Governors of the Philadelphia Bar Association. Mr. Ross was appointed by the Pennsylvania Supreme Court to serve on the Criminal Procedure Rules Committee and as a Hearing Committee Member for the Disciplinary Board of the Supreme Court of Pennsylvania. Mr. Ross is also an appointed member of the Pennsylvania Bar Association’s Judicial Evaluation Commission. Mr. Ross serves on the Board of Directors of the following organizations: Defenders Association of Philadelphia (Secretary); American Civil Liberties Union – Pennsylvania (ACLU-PA, Vice President); No Longer Bound; and Lawyers Concerned for Lawyers. Mr. Ross is an active member of the Pennsylvania Bar Association by serving as a member of the House of Delegates; and as a member of Civil and Equal Rights Committee, the Minority Bar Committee and the Legal Ethics and Professional Responsibility Committee. Mr. Ross is also a member of the Villanova Law Inn of Courts. Mr. Ross is also licensed to practice in Virginia and the District of Columbia. Mr. Ross received a B.S. in Psychology from Longwood College, a M.A. in Experimental Psychology from Western Kentucky University and a J.D. from the University of Virginia. After law school, Mr. Ross clerked for the Honorable James C. Cacheris, U.S. District Judge for the Eastern District of Virginia.

Lin-Chi Wang Esq.

Lin-Chi Wang works with colleges, universities, and K-12 schools across the nation on Title IX, Title VII, and Title VI, anti-discrimination, and sexual harassment investigations, adjudications, advisor services, policy and practice consulting, training, and internal reviews. Prior to founding Wang Law, LLC, Ms. Wang served as the Director of Equity & Title IX Coordinator and Associate Dean of Students at Muhlenberg College in Allentown, PA. In that multifaceted role, Ms. Wang oversaw response and investigation of all institutional reports and complaints of identity-based discrimination and harassment, sexual misconduct, intimate partner violence, stalking, and retaliatory harassment as prohibited by College policies. Ms. Wang served as the primary institutional investigator for such complaints and the primary trainer of students, staff, and faculty on the College’s anti-discrimination policies and procedures. Ms. Wang also oversaw sexual and gender violence prevention efforts at the College. Prior to Muhlenberg College, Ms. Wang served as an institutional civil rights investigator for Michigan State University, personally conducting over 220 informal and formal reports and complaints of discrimination, harassment, sexual misconduct, relationship violence, stalking, and retaliation. Before her career in higher education, Ms. Wang practiced as an attorney at a labor and employment law firm in Michigan. In her various positions, Ms. Wang has developed a deep understanding of how to approach anti-discrimination, sexual harassment, and Title IX work sensitively and effectively within the current regulatory and compliance structure. Ms. Wang believes in doing the work in a trauma-informed and culturally appropriate manner, with humanity, empathy, compassion, and harm reduction at the forefront, while also keeping bias and fairness in check. Ms. Wang maintains her licenses in the practice of law in Michigan and Pennsylvania. Ms. Wang earned her B.M. from the University of Michigan, M.M. from the University of Florida, and J.D. from Michigan State University College of Law.

Patricia Hamill Esq.

Ms. Hamill is a leader of the Title IX practice at Clark Hill PLC. She is a highly regarded and Chambers ranked attorney who has represented more than 350 college students and faculty members in disciplinary proceedings relating to alleged sexual misconduct at more than 150 colleges around the nation. Ms. Hamill often attempts to resolve cases behind the scenes. Where resolution cannot be achieved, she has filed lawsuits for breach of contract, violation of Title IX (or other civil rights statutes) and tort liability on the basis that colleges’ investigation and adjudication procedures failed to ensure her clients’ fundamental due process rights, discriminated against them on the basis of sex and breached the schools’ contractual obligations. Ms. Hamill is often sought out by groups and institutions for her opinion on how to work within the framework of the changing federal laws and guidance. Ms. Hamill was invited to testify before the US Senate Committee on Health, Education, Labor & Pensions (HELP) at the full committee hearing on “Reauthorizing HEA: Addressing Campus Sexual Assault and Ensuring Student Safety and Rights” in Washington DC (April 2019). Outside of the Title IX arena, Ms. Hamill is a commercial litigator who also represents clients regarding government investigations. 

Nancy Conrad Esq.

Ms. Conrad is a partner in the Commercial Litigation Department and Chair of the Higher Education Practice Group with White and Williams LLP, resident in Center Valley. She practices in the area of employment law and litigation with a focus on representing businesses, educational institutions and non-profit organizations in all aspects of workplace disputes. In addition to representing management in employee relations matters, Ms. Conrad’s practice includes the defense of federal and state discrimination claims, wrongful discharge claims, whistleblower claims, employment contract matters and restrictive covenant cases. Ms. Conrad’s practice includes representing colleges and universities in employment and education law matters with an emphasis on tenure related disputes and student discipline proceedings. Ms. Conrad also conducts investigations related to compliance, personnel and misconduct. Ms. Conrad received her B.A., magna cum laude, from Lycoming College and her M.Ed., summa cum laude, from The Pennsylvania State University and her J.D., cum laude, from Temple University School of Law. Ms. Conrad has been selected in a survey of her peers as a Pennsylvania Super Lawyer and in The Best Lawyers of America. She has received the Athena Award from the Chamber of Commerce, and the Take the Lead Award from the Girl Scouts of Eastern Pennsylvania and has been named by Lehigh Valley Business as a Woman of Influence. In May 2019, Ms. Conrad received the Anne X. Alpern Award from the PBA WIP and in 2022 and 2023, was named on the Lehigh Valley Business Power List in Law. Ms. Conrad is President-Elect of the Pennsylvania Bar Association and Past President of the Lehigh County Bar Association. Ms. Conrad is a Past Woman Governor on the PBA Board of Governors and a Past Chair of the PBA DEI Team. She is a Past Chair of the PBA Labor and Employment Law Section and a Past Chair of the PBA Commission on Women in the Legal Profession. Ms. Conrad currently serves as a Vice-Chair of the PBA Federal Practice Committee and serves on the PBA Civil Litigation Section Council and Labor & Employment Section Council. Ms. Conrad is a member of the National Association of College and University Attorneys. Ms. Conrad is a certified Level 2 Civil Rights Investigator, and Title IX Hearing Officer.
