Safeguarding Clients: Understanding the Pennsylvania Fund for Client Security
This session offers attorneys a clear look at the Pennsylvania Lawyers Fund for Client Security — a vital resource that protects the public and reinforces the profession’s integrity. Participants will explore the Fund’s mission, how it reimburses clients harmed by attorney dishonesty, and its broader role in fostering ethical standards and public confidence in the legal community.
Accountability in Action: Inside the Pennsylvania Disciplinary Board
Explore how the Board enforces the Rules of Professional Conduct and manages the discipline of attorneys across the Commonwealth. This portion will outline the investigative and hearing process, common disciplinary issues, and how attorneys can navigate the system with professionalism and transparency.
Support for the Profession: Lawyers Concerned for Lawyers and Its Role
Learn about the critical mental health and substance use support services offered by LCL. Understand how LCL interfaces with both the Fund and the Disciplinary Board, and how their confidential services protect not only attorneys but also the public and the profession as a whole.
Attendees will leave with a clearer picture of how these three bodies work both independently and collaboratively to ensure client protection and attorney accountability, while also providing essential wellness resources to legal professionals.

Kathryn P. Morgan, Esq.
Kathryn Peifer Morgan (“Kathy”) is the Executive Director and Counsel to the Board for the Pennsylvania Lawyers Fund for Client Security, having served the Fund since 1997. Ms. Morgan speaks to law school students and county bar associations regarding ethics and the Lawyers Fund for Client Security. At the national level, Ms. Morgan has served as a panelist at several forums sponsored by the American Bar Association on client protection. She has served as both the President and as a Director-at-Large for the National Client Protection Organization. She is a graduate of Penn State University and Widener University School of Law, now Widener University Commonwealth Law.
Bruce S. Zero, Esq.
Mr. Zero is the current Board chair for the Pennsylvania Lawyers Fund for Client Security and has served on the Board since he was appointed by the Pennsylvania Supreme Court on April 1, 2020. Mr. Zero is a partner with Powell Zero Mundy in Scranton, PA. His firm handles civil litigation in a variety of areas, including motor vehicle and truck accidents, product liability, medical malpractice, and workplace injuries.
Certified as a Civil Trial Specialist and in Pre-Trial Civil Practice by the National Board of Trial Advocacy, Attorney Zero has been recognized as a Pennsylvania Super Lawyer since 2007. His broad expertise also extends to insurance law, contract disputes, estate matters, FELA railroad litigation, criminal law, employment law, and municipal law.
Attorney Zero serves as a board member for several organizations, including the Lackawanna County Pro Bono Inc., the Pennsylvania Association for Justice, the Northeastern Pennsylvania Trial Lawyers Association, and the Lackawanna County Regional Planning Commission. His firm has been presented with the Lackawanna Pro Bono Equal Access for Justice award every year since 2004.
Attorney Zero has presented continuing legal education on a variety of topics for the Lackawanna Bar Association, the Pennsylvania Association for Justice, and the Northeastern Pennsylvania Trial Lawyers Association.
Bruce Zero’s professional memberships include the Pennsylvania Bar Association, the Lackawanna Bar Association, the American Association for Justice, the Pennsylvania Association for Justice, among others. He is, also, a solicitor for various municipal entities in Lackawanna County, including Moscow Borough and the Elder Law Project of the Lackawanna County Area Agency on Aging. He is a graduate of the Pennsylvania State University and Duquesne School of Law.
Thomas J. Farrell, Esq.
Thomas J. Farrell was appointed Chief Disciplinary Counsel for the Attorney Disciplinary Board of the Commonwealth of Pennsylvania in 2020. In this role he oversees disciplinary counsel and other staff throughout the four disciplinary districts in the Commonwealth. Before his appointment, Mr. Farrell was law clerk to the Honorable Gustave Diamond of the U.S. District Court in the Western District of Pennsylvania; a public defender in Brooklyn, NY; an Assistant United States Attorney in Pittsburgh; and or twenty-years a lawyer in a small-firm private practice active in complex civil and criminal matters, handling cases ranging from capital murder to public corruption and complex white-collar crimes, the defense of lawyers and doctors, whistle-blower cases, and appearances before Congressional committees which were investigating the use of performance-enhancing drugs in Major League Baseball. He is the author of Criminal Defense Tools and Techniques (James Publishing 7th ed. 2017), and co-author of the Third Circuit Criminal Handbook (Matthew Bender, Rev. Ed. 2018) as well as numerous professional articles on ethics and criminal practice and procedure. He sits on the boards of non-profit organizations which aim to assist citizens returning from prison in their re-entry. He teaches Professional Responsibility as an adjunct professor at the Thomas R. Kline Duquesne University School of Law. Mr. Farrell received his B.A. degree from Yale University and his J.D. from the New York University School of Law.
Brian S. Quinn, Esq.
Brian S. Quinn, Esquire is a licensed attorney in Pennsylvania who currently serves as the Education and Outreach Coordinator for Lawyers Concerned for Lawyers of Pennsylvania, Inc., a Lawyers Assistance Program established in 1988 for the purpose of helping lawyers, judges and law students recover from alcoholism, drug addiction and mental health disorders.
Mr. Quinn obtained his undergraduate degree in 1970, his law degree in 1973 and a certificate in Drug and Alcohol counselling in 2012, from Villanova University. He has been a private practitioner for over 40 years, having litigated both civil and criminal matters during his career. Mr. Quinn also worked in the field of Alcohol and Drug Counseling in suburban Philadelphia from 2011 to 2017, allowing him to gain both practical and clinical experience with individuals suffering from alcohol, substance use and mental health disorders.
Mr. Quinn is a member of the Pennsylvania Bar Association, the American Bar Association, the Delaware County Bar Association and is a past member of the Board of Directors of Lawyers Concerned for Lawyers of Pennsylvania, where he also served as a peer volunteer for over six years prior to accepting his current role as the organization’s Educator in 2017.
Mr. Quinn has written articles and made presentations on many lawyer wellness topics to law firms, Bar Associations, professional organizations and legal education providers on a state, national and international level reaching hundreds of thousands of lawyers during his career.
Mr. Quinn was the 2025 recipient of the Pennsylvania Bar Association’s prestigious C. Dale McClain Quality of Life/Balance Award. This award honors someone who identifies issues relevant to attorney wellness, well-being and attorneys’ efforts to find balance in their professional and personal lives.
