Overview
The rule of law is the foundation of a just and democratic society, yet public confidence in legal institutions is increasingly challenged. Attorneys have a special responsibility in furthering the public's understanding of the rule of law, ensuring access to justice, and fostering trust in the legal system. This Continuing Legal Education (CLE) course explores practical ways attorneys can contribute to civil discourse on the rule of law, to counter misinformation, and to engage with communities to promote our constitutional democracy. Through insightful discussions and ethical considerations, participants will gain tools to advocate for the rule of law in their practice, their communities, and their conversations.

Hon. Mark A. Kearney
President Obama commissioned Mark A. Kearney as the 100th judge in the history of the United States District Court for the Eastern District of Pennsylvania in December 2014 following a unanimous voice vote in the United States Senate. He also presides by designation in the District of the Virgin Islands since 2023, and earlier presided by designation in the District of Delaware, Middle and Western Districts of Pennsylvania from 2016-2022. Villanova University awarded Judge Kearney a bachelor’s degree majoring in Economics and English with honors in 1984 followed by a Juris Doctorate in 1987. He accepted a one-year term as the judicial law clerk for the Honorable Maurice A. Hartnett, III (then a Vice Chancellor) of the Delaware Court of Chancery in his first year after law school. A member of the Delaware and Pennsylvania Bars, he is published as a lead author on Delaware fiduciary standards in two editions of the Villanova Law Review (1995, 1996) and was a multi-year contributing editor to Butterworths Journal of International Banking and Financial Law. He regularly addressed legal and fiduciary issues in seven publications before joining the Court. He has served on Villanova Law School’s Board of Consultors since 2012. He served as the 2014-2015 President of the Pennsylvania Bar Institute and 2009 President of the 2200-member Montgomery Bar Association. Judge Kearney serves on the Court of Appeals’s Courts in the Community Committee, and as an elected director of the Federal Judges Association representing federal Judges in the Third Circuit. He serves as Chair of the District Court’s Community Outreach Committee, Chair of the Pennsylvania Bar Association’s Law Related Education Committee, and a Vice Chair of the Pennsylvania Bar Association’s Federal Practice Committee.
Susan E. Etter
Ms. Etter joined the Pennsylvania Bar Association in 2008 and now serves as the Director of County Bar Services/Education and Special Projects. Prior to joining the PBA, her work focused on programs that improve the lives of students, youth and their families. She continues to work on projects that utilize her training, experience and passion for law, education and public interest. She is a graduate of the Dickinson School of Law and Shippensburg University.
Philip H. Yoon, Esq.
Mr. Yoon is Chief Staff Attorney-Legal of the Superior Court of Pennsylvania. Previously, he served as Administrative Assistant to President Judge Correale F. Stevens, a law clerk to the Honorable John T.J. Kelly, Jr., and chief law clerk to the Honorable James J. Fitzgerald, III, in the Superior Court, as well as law clerk to Justice Fitzgerald in the Supreme Court of Pennsylvania. He is a 2004 graduate of the Washington and Lee University School of Law and a 2000 graduate of the University of Pennsylvania. He is based in Philadelphia, and is an active member of the Philadelphia and Pennsylvania Bar Associations, having served on the PBA Board of Governors as Minority At-Large Governor and as Chair of the PBA’s Diversity, Equity & Inclusion Team, as a current Philadelphia Bar Association delegate to the PBA House of Delegates, and as an active member of the Law-Related Education, Appellate Advocacy, and Minority Bar Committees. He currently serves as co-chair of the Minority Bar Committee and as vice-chair of the Law-Related Education Committee.
