This program is eligible for 2 hours of CLE credit in 60-minute states. In 50-minute states, this program is eligible for 2.4 hours of CLE credit. Credit hours are estimated and are subject to each state’s approval and credit rounding rules.
Overview
Public entities and nonprofit organizations regularly undertake construction projects that involve complex legal, operational, procurement, and construction risk considerations. Solicitors and special counsel advising these governmental and nonprofit organizations must understand not only Pennsylvania construction law, but also the practical realities of program development, budgeting, project design, bidding and negotiating, legal compliance, and dispute avoidance.
This program provides solicitors and special counsel for municipalities, school districts, authorities, and nonprofit organizations with a practical working knowledge of construction project delivery issues from project conception through completion. The program focuses on the legal and strategic decisions that most directly affect project success, including procurement methods, contract drafting, risk allocation, project administration, and dispute management. The program does not cover litigation in court or in arbitration. The course objective is to provide participants with the capability to identify and eliminate or mitigate risks and thereby minimize the potential for litigation.
Participants will gain practical guidance on advising clients from the early programmatic stage through project completion, thereby helping projects stay on schedule and within budget while maintaining compliance with public contracting requirements.

William W. Warren, Jr., Esq.
Bill Warren is a member of Saul Ewing’s Real Estate, Construction and Government Contracts practices. He has worked extensively on governmental procurement of technology, equipment, commodities and services, and public, nonprofit and private construction programs, and as a commercial litigator in the federal Middle District of Pennsylvania, and in a wide variety of state administrative law matters. Bill represents technology vendors, design firms, and contractors in state construction and technology procurement contract negotiations and dispute resolution processes. He also represents school districts, counties, cities, municipalities and authorities in contracting and construction matters. Prior to joining Saul Ewing, Bill was chief counsel in the Pennsylvania Department of General Services where he was responsible for the legal aspects of the Commonwealth’s building construction, commodity procurement and leasing programs. Bill was thereafter appointed chief of litigation in the Office of the General Counsel, responsible for monitoring and supervising significant litigation involving the executive agencies such as Transportation, General Services, and Environmental Protection, Insurance, Revenue, and Public Welfare.
