Dionysios C. Pappas, Esq., CELA

Attorney Pappas is co-managing member of Vasiliadis Pappas Associates LLC. He is a certified elder law attorney (CELA) by the National Elder Law Foundation (NELF) and a Fellow of The America College of Trust and Estate Counsel (ACTEC).Attorney Pappas practices exclusively in the areas of elder law, trust and estate planning, trust and estate administration, and special needs planning. He is admitted to practice law in Pennsylvania and New Jersey. A graduate of the Temple University Beasley School of Law (J.D. 2004), Attorney Pappas received his undergraduate degree in political science from Temple University (B.A. 2001, magna cum laude, Phi Beta Kappa, Pi Sigma Alpha) with a specialization in political economy and minors in history (Phi Alpha Theta) and economics. Attorney Pappas has been a member of the planning team for the Pennsylvania Bar Institute’s Elder Law Institute since 2018.He frequently lectures and contributes articles to professional and community organizations on issues in his subject matter area, including appearances on “Your Financial Choices” – Talk Radio for Your Finances” (NPR – Lehigh Valley WDIY 88.1 FM). Attorney Pappas was selected for inclusion in the field of elder law as a Pennsylvania Super Lawyers Rising Star from 2010 to 2015 and annually in Pennsylvania Super Lawyers since 2020 and Best Lawyers since 2019. In 2021, Attorney Pappas was honored by the Pennsylvania Bar Association’s Elder Law Section with its Excellence in Elder Law Award.The award was “in recognition and appreciation of his superior professional efforts in the field of elder law, significant contributions to the legal profession, and noteworthy service to the elderly.Attorney Pappas is a past Chair of the Pennsylvania Bar Association Elder Law Section and the Northampton County Elder Law Committee.He is also a member of numerous organizations including the Pennsylvania Bar Association (Elder Law, Probate & Trust Law Sections), Lehigh County Bar Association (Estates & Trusts Committee), Northampton County Bar Association (Elder Law, Estates & Trust Law, and Tax Law Committees), Estate Planning Council of the Lehigh Valley, and National Academy of Elder Law Attorneys, Pennsylvania Association of Elder Law Attorneys.

Rebecca A. Hobbs, Esq., CELA

Rebecca A. Hobbs is a Principal at O’Donnell, Weiss & Mattei, P.C., with offices in Pottstown and Phoenixville, Pennsylvania. She concentrates her practice in elder law, with a particular focus on special needs planning, Medicaid planning, guardianships, estate planning, estate and trust administration, federal estate tax planning, and veterans’ benefits. Ms. Hobbs is certified as an Elder Law Attorney (CELA) by the National Elder Law Foundation, an accreditation recognized by the Supreme Court of Pennsylvania. She is licensed to practice law in both Pennsylvania and New Jersey and is accredited by the United States Department of Veterans Affairs for the preparation, presentation, and prosecution of claims for veterans’ benefits. From 2017 through 2024, Ms. Hobbs was selected for inclusion as a Pennsylvania Super Lawyers “Rising Star” in the field of elder law, and in 2026, she was named a Pennsylvania Super Lawyers honoree in the same field. In 2025, she received the WealthCounsel Award for Scholarship and has been recognized as a Main Line Today Top Lawyer in Elder Law for two consecutive years (2025–2026). Ms. Hobbs is an active member of the National Academy of Elder Law Attorneys (NAELA), the Pennsylvania Association of Elder Law Attorneys (PAELA), and the Special Needs Alliance (SNA). She serves as Co-Chair of the Elder Law Committee of the Montgomery Bar Association. A frequent lecturer, Ms. Hobbs presents on topics including legal ethics, estate planning, estate and trust administration, and elder law for organizations such as NAELA, ElderCounsel, the Pennsylvania Bar Institute (PBI), and other continuing legal education providers.

Tammy A. Weber, Esq., CELA

Ms. Weber is the managing principal of Marshall, Parker Weber, LLC (www.paelderlaw.com) with offices in Williamsport, Plains, and Jersey Shore, Pennsylvania. Her practice focuses on elder law, estate and business succession planning. She graduated magna cum laude from Lycoming College and received her law degree from Temple University. She is a certified elder law attorney (CELA) by the National Elder Law Foundation. She is also a VA accredited attorney for the preparation, presentation, and prosecution of claims for veterans’ benefits before the Department of Veterans Affairs. She previously served as an Assistant United States Attorney for the Eastern District of Pennsylvania where she was involved with major federal investigations and prosecutions. While in this position, she was the recipient of the Department of Health Human Services Inspector General’s Integrity Award for the investigation and criminal conviction of the first Medicare money laundering seizure case in the country. Ms. Weber has also served as an adjunct professor at Saint Joseph’s University Graduate Criminal Justice Program where she designed and taught a course on law and social policy. For several years, she sat on the editorial board of the Legal intelligencer. Ms. Weber is President of the Pennsylvania Association of Elder Law Attorneys (“PAELA”). She is Past Chair of the Pennsylvania Bar Association’s Elder Law Section and serves on Council, Chair of the Lycoming Law Association’s Community Activities and Outreach Committee, and Past President of the Lycoming Law Association. Ms. Weber is Immediate Past Chair of the First Community Foundation Partnership of Pennsylvania (“FCFP”) and a Trustee for Lycoming College, Williamsport PA. She is a member of the Northcentral Pennsylvania Estate Planner’s Council and the National Academy of Elder Law Attorneys (“NAELA”). She also serves on the Ethics Advisory Board for Albright LIFE.
