Carol A. Shelly, Esq.
Attorney Carol A. Shelly is a shareholder and managing partner of Shelly Law Offices, LLC, in Doylestown, Pennsylvania. Serving clients throughout Bucks County and the surrounding areas of the Philadelphia metro region, Ms. Shelly devotes her practice exclusively to personal injury law. She has achieved notable success helping those across her region who suffered an injury or loss as the result of someone else’s negligent, careless or unlawful actions. Over the course of her more than 38 years of practicing law, Ms. Shelly has recovered millions of dollars in settlements and awards for those adversely affected by motor vehicle crashes, medical malpractice, brain and birth injuries, and other preventable tragedies. At every turn, Ms. Shelly delivers highly personalized, compassionate counsel and guidance to those she serves as she aggressively pursues the most favorable outcome possible for her clients. A leader in her field, Ms. Shelly once served as president of the Bucks County Bar Association, President of the Bucks County Bar Foundation and Chair of the Civil Litigation Section of the Bucks County Bar Association. She has written and conducted numerous lectures and seminars on a variety of legal topics. She is an active member of the Pennsylvania Bar Association, the American Bar Association and the American Board of Trial Advocates. Ms. Shelly is on the Board of Governors of the Pennsylvania Bar Association, representing attorneys from Bucks, Chester, Montgomery and Delaware counties.
Leonard A. Sloane, Esq.
Mr. Sloane is Chair of the Eckell, Sparks, Levy, Auerbach, Monte, Sloane, Matthews Auslander, P.C.’s (Eckell Sparks) Litigation and Personal Injury Department. He concentrates his practice in automobile insurance, medical malpractice, products liability, wrongful death, and other complex civil and personal injury litigation. He received his undergraduate and law degrees from Villanova University. Mr. Sloane is a past president of the Pennsylvania Association for Justice. He has served on many committees for PAJ. He is also past president of the Delaware County Bar Association. Mr. Sloane is a member of the Pennsylvania Bar Association, where he served as Zone 9 Governor for three years. He is a member of the Delaware and Chester County Bar Associations, the American Association for Justice, and is a past member of the Disciplinary Board of the Supreme Court of Pennsylvania. Mr. Sloane is co-author of the leading treatise on automobile insurance law; i.e., Pennsylvania Motor Vehicle Insurance: An Analysis of the Financial Responsibility Law, 1st, 2nd and 3rd Editions, and all updates to the present. Mr. Sloane has been recognized with many awards of achievement, including: The Delaware County Bar Association E. Wallace Chadwick Memorial Award for outstanding services to the legal profession in the furtherance of intra-professional development, communication and education; the Delaware County Bar Association Paul R. Sand Award in appreciation for his efforts on fostering interest and respect for the law, in general, and Bar Associations, in particular; the Association Award of the Pennsylvania Association for Justice for his excellent service to the trial lawyers’ organization; the George F. Douglas, Jr. Amicus Curiae Award for outstanding and industrious appellate advocacy as amicus curiae counsel on behalf of the Pennsylvania Association for Justice; and Elizabeth C. Price Award of the Delaware County Bar Association (2008), an award that is given by the Delaware County Bar Association to a person whose dedication, integrity and loyalty to the Bar Association most closely exemplify that of Elizabeth C. Price, a beloved Executive Director. Mr. Sloane had been selected for inclusion in Pennsylvania Super Lawyers for the past 12 years and was included in the Top 100 Lawyers in Pennsylvania and Philadelphia as displayed in Philadelphia Magazine for each year from 2004 through 2015. Mr. Sloane is the co-author of amicus briefs in leading automobile cases, including Tallman v. Aetna, Daley-Sand v. West American Insurance Co., Terminato v. Pennsylvania National, English v. Pa. Assigned Claims Plan, Allwein v. Donegal Mutual, Dodson v. Elvey, Baith v. CNA, James v. Assigned Claims Plan, Titman v. Allstate Insurance Company, Huda v. Kirk, Washington v. Baxter, Tannenbaum v. Nationwide, O’Hara v. Liberty Mutual, and Stepanovich v. State Farm. A Vietnam veteran, Mr. Sloane served as a Lieutenant (j.g.) in the Navy aboard the USS Durham (LKA 114) in the Pacific Fleet.
Gerald C. Montella, Esq.
Mr. Montella has served the past ten President Judges as the District Court Administrator for the 32nd Judicial District, comprising the Delaware County Court of Common Pleas. He received his B.A in 1979 from Villanova University and his J.D./M.B.A. in 1985 from Widener University School of Law. He began his career with the Delaware County court as a law clerk to several judges handling asbestos and tax assessment appeal cases before being appointed as the District Court Administrator in 1988. During his career he has been employed with the law firms of German Gallagher Murtagh and Dilworth Paxon and maintained a solo practice in Media concentrating on municipal law, mediation and arbitration services. In 2005, he was elected as the President of the Delaware County Bar Association, has served as a Director and as Chairman of various bar association committees. He has served as a quest speaker on the evaluation of civil cases and trial verdicts and Delaware County practice and procedures. As District Court Administrator his various responsibilities include the administration of the Civil, Criminal, Family, Municipal/Motion Hearing Sections of the Court including jury and arbitration. During his tenure, he has assisted in developing many of the Court’s practices and programs including digital recording, video conferencing, electronic filing and created the very successful jury donation program which has surpassed one million dollars since its inception in 2003 which funds are directed to local agencies supporting special needs children in the county. He is a member of various professional organizations including the Pennsylvania Association of Court Managers.

William H. Pugh, V, Esq.
Mr. Pugh focuses his practice on civil litigation and arbitrations and mediations. Bill has tried over 100 cases to verdict in all of the courts in Southeastern Pennsylvania and has handled hundreds and hundreds of arbitrations and mediations over the course of his thirty-five plus year legal career. Bill is a former Assistant District Attorney with the Manhattan (New York County) District Attorney’s office under the leadership of the Honorable Robert M. Morgenthau. Bill serves as a Civil Case Hearing Officer having been appointed by the President Judge of the Montgomery County Court of Common Pleas in 2004. Bill is a past President of the Pennsylvania Bar Association, the largest association of lawyers in the Commonwealth of Pennsylvania. Prior to serving as President, Bill served three years as the Zone 9 Governor on the PBA Board of Governors. While on the Board of Governors, Bill was appointed co-chair of the PBA Diversity Task Force by the PBA President. Over the course of two years the task force met and recommended six systemic changes to the PBA by-laws to increase diversity and inclusion. The Pennsylvania House of Delegates adopted all six of the task force’s recommendations. In 2011, Bill received the PBA’s President’s Award for his work and leadership on the diversity task force. Bill is one of a handful of Pennsylvania lawyers who have a lifetime appointment to the PBA House of Delegates. Mr. Pugh is a past President of the Montgomery Bar Association, the Montgomery Bar Foundation and the Montgomery County Trial Lawyers Association. Bill chaired many committees of the MBA but is most proud of the ten years he served as co-chair of the MBA Judiciary Committee. That committee is charged with evaluating and making recommendations regarding the qualifications of potential candidates for Judge on the Court of Common Pleas of Montgomery County. In 2007 Bill was awarded the James P. Fox Trial Lawyer of the Year Award by the Trial Lawyers Association. In 2010 Mr. Pugh was awarded the MBA Henry Stuckart Miller Award for service to the public. Bill is a fellow of the American College of Trial Lawyers. The American College is an invitation only fellowship of exceptional trial lawyers of diverse backgrounds from the United States and Canada. The College thoroughly investigates each nominee for admission and selects only those who have demonstrated the required highest standards of trial advocacy, ethical conduct, integrity, professionalism and collegiality. Less than one half of one percent of Pennsylvania lawyers are fellows of the College. Mr. Pugh is a member of the Million Dollar Advocates Forum. One of the most prestigious groups of trial lawyers in the United States. Membership is limited to attorneys who have won million-dollar verdicts or settlements. Fewer than one percent of the United States lawyers are members. Bill is also a member of the invitation only American Board of Trial Advocates and the Litigation Council of America. Bill has long been recognized as a Pennsylvania Super Lawyer. In 2017 he was recognized as a top 100 Super Lawyer in the Philadelphia Metropolitan area. Mr. Pugh has been a member of the Board of Directors of the non-profit Montgomery Child Advocacy Project (MCAP) since 2004. MCAP’s mission is to end and prevent child abuse and neglect in Montgomery County through legal services, advocacy and education. Bill is also a past Board member of the Pennsylvania Coalition Against Rape, the Development Advisory Council of the Sisters of St. Joseph and the Mount St. Joseph’s Academy President’s Council. Mr. Pugh is a graduate of the University of Richmond and the Villanova University School of Law.
Bruce S. Pancio, Esq.
Bruce Pancio focuses his practice primarily in the areas of business and civil litigation. Over the last 38 years he has handled thousands of civil lawsuits and has tried over 100 cases to verdict in many counties including Montgomery, Bucks, Chester, Delaware, Lehigh, Philadelphia and Schuylkill. He has argued cases in front of the Superior Court and Commonwealth Court of Pennsylvania. As an insurance defense attorney, he has represented some of the largest insurance companies and their insureds in both first and third-party claims. Bruce is a member of the Center for Mediation and Arbitration in Montgomery County. He is frequently selected to serve as a mediator or arbitrator in civil cases. In 2016, Bruce was appointed by the Honorable William Furber, the President Judge of Montgomery County, to serve as a Civil Case Hearing Officer in the Court of Common Pleas of Montgomery County. In that capacity, he reviews discovery motions, listens to arguments from counsel, and makes recommendations to the assigned Judge. Bruce graduated summa cum laude from Mercyhurst University in 1983. While attending Mercyhurst, he was a member of the varsity crew team for four years. In 1986, he earned his Juris Doctorate from Villanova University School of Law. He was admitted to practice in the Commonwealth of Pennsylvania in 1986. Bruce is an active member of the Montgomery Bar Association, the third largest Bar Association in Pennsylvania. He has served in many roles during his time as a member. He is most proud of the time spent leading the MBA as its President in 2015. Bruce and his wife Linda reside in Worcester, Montgomery County.
Hon. Barry C. Dozor
Judge Dozor was appointed to the Delaware County Court of Common Pleas by Gov. Tom Ridge and swore his oath of judicial office on December 13, 2001. He was then elected for a full judicial term that began on January 5, 2004. On November 5, 2013, Judge Dozor was retained for an additional judicial term of 10 years and again retained on November 7, 2023 to continue judicial service. A lifelong resident of Delaware County, Judge Dozor is a graduate of Haverford High School, West Chester University (B.A.) and the Widener University School of Law (J.D.). He is certified by the National Judicial College and participates in many academic and professional forums, including those of the Pennsylvania Bar Institute and the Pennsylvania Bar Association Family and Civil Section. Before his appointment to the bench, Judge Dozor was in private practice as a partner in the Law Office of Dozor and Auslander and served as a Marple Township Commissioner for 18 years, a Municipal Solicitor for Prospect Park, Norwood, Collingdale and Tinicum Township, and a Zoning Hearing Board Solicitor for Marple Township and the Borough of Darby. He has been active in many civic and charitable organizations and serves on the Council of Trustees of West Chester University of Pennsylvania. Judge Dozor is a member of the Delaware County, Pennsylvania and American Bar Associations. As a practicing attorney for 26 years before becoming a judge, he was admitted to practice before the U.S. Supreme Court, the U.S. Court of Appeals for the Third Circuit and the U.S. District Court for the Eastern District of Pennsylvania. Judge Dozor has introduced to Delaware County a new “One Judge-One Family” assignment protocol preventing multiple judges from being involved in the same case, discouraging repetitive petitions and continuances, encouraging “global” resolution to multiple issues and providing an opportunity to fast track resolutions and, most importantly, bringing finality to outstanding issues. Judge Dozor has served in the Family, Criminal, and Civil Divisions of the Delaware County Court of Common Pleas, presently the Liaison Trial Judge for the Civil Division and the assigned Judge for the statewide Coordinated Opioid Litigation, resulting in substantial governmental Subdivision Settlements throughout the Commonwealth. Recipient of professional and community awards, including the West Chester University Department of Political Science Distinguished Alumni Award, the Delco Assoc. of Criminal Defense Lawyers Lifetime Achievement Award; Delco Family Law Section Recognition Award; Delco Pro Bono Special Recognition Award; and Donald J. Orlowsky Memorial Award.
