Overview

As the use of electric vehicles increases, regardless of the rate of growth, there will be a corresponding impact on land use and development. Notably, issues relating to parking, ECSs, and EV battery recycling and disposal must be addressed, not only by municipalities, but also by developers. In August 2021, President Biden signed an Executive Order declaring that up to half of all new cars sold by 2030 must be electric. Given this, plus the fact that numerous vehicle manufacturers have already committed to making only EVs by 2035 or sooner, it is certainly not premature to begin addressing these issues now.

John Lushis Jr., Esq.

John F. Lushis Jr., a Member of Norris McLaughlin P.A., focuses his practice on real estate, commercial transaction law, corporate law, financing and environmental law. John provides counsel on many types of transactions, including leases, acquisitions and divestitures, tax-exempt and conventional financings, brownfields redevelopment, and an array of commercial agreements. He has worked on multi-million-dollar loans and major tax-exempt financings for businesses and non-profits, including Cetronia Ambulance Corps, Lafayette College, Lehigh University, Moravian College, and St. Luke’s Hospital. John has also been involved in major tax increment financing projects in the Lehigh Valley resulting in the development of commercial complexes. He has served as solicitor for several municipal and industrial development authorities in the Lehigh Valley. With the growth of green energy projects in the United States, John has become involved in solar lease projects. This has involved representation of property owners interested in leasing their property to entities that desire to construct solar panel facilities or “solar panel farms” on the property. It has also involved the representation of major financial entities acquiring multiple solar projects in one transaction. In late 2015, John became involved in “P3” projects (public-private partnerships) and is a lead architect of a first-of-its-kind P3 project in Pennsylvania. This project, which included a novel financing structure, has facilitated the replacement or rehabilitation numerous county-owned bridges at substantial savings of cost and time compared to traditional methods. The project has received statewide and national attention. As one of the firm’s corporate environmental counsel, John focuses on soil and groundwater issues and other environmental issues for various businesses. In particular, John has been heavily involved with brownfield redevelopment and Act 2 remediation of Bethlehem Steel’s Bethlehem property, one of the largest brownfield sites in the United States, and is currently involved with the major brownfield redevelopment of the Waterfront Development property in Allentown. John is registered to practice in the United States Patent and Trademark Office, and his knowledge of intellectual property is a valuable resource for clients who have projects and transactions in this area. John has represented prominent entities including Always Bagels, Health Network Labs, Lehigh University, The Waterfront Development Company, Sands Casino Resort (now Wind Creek) and numerous financial institutions. Prior to joining Norris McLauglin, P.A., John was in-house counsel for Bethlehem Steel, where he was co-lead counsel on the sale of assets to the International Steel Group for $1.5 billion. At Bethlehem Steel, John directed the development and implementation of strategies to manage substantial assets and liabilities associated with more than 75 of Bethlehem Steel’s facilities and properties in Pennsylvania, across the U.S., and internationally. John graduated with a Bachelor of Science degree in Mechanical Engineering and a Juris Doctorate degree from The Dickinson School of Law at Penn State University and has a Preeminent rating by Martindale-Hubbell.

Rocco Beltrami Esq.

Rocco is an associate at Norris McLaughlin, P.A., in Allentown, PA, where he is a member of the firm’s Municipal Law, Real Estate, Land Use, and Finance practice group. Rocco serves as an assistant solicitor for various municipalities and municipal entities. He is currently a member of the Lehigh County Bar Association and Northampton County Bar Association. Rocco earned his B.A. summa cum laude from Moravian University in Bethlehem, PA, and earned his J.D. magna cum laude from Villanova University’s Charles Widger of School of Law in 2022.
