Mr. Persick is a Partner at Weber Gallagher in King of Prussia. Credited for his ability to resolve complex family law issues, he represents clients involved in divorces, custody disputes and adoptions. Mr. Persick’s experience also includes cases dealing with juvenile dependency and the termination of parental rights. He has represented the prevailing party in many notable cases, including a Berks County decision granting punitive damages on tort claims raised in the context of a divorce action. The case is believed to be one of the few decisions, if not the only one, granting this relief. In a case that received national attention, Mr. Persick represented the Chester County Department of Children, Youth and Families in state court proceedings relative to the placement of an African-American child for adoption with an African-American family over the objections and collateral lawsuits of a white foster family as well as in other contested adoptions. A former assistant public defender for Chester County, he has served as a member of the executive committee of Brian’s Run, a Chester County charity that raises funds for physically challenged individuals. Mr. Persick has also been involved in fundraising activities for Chester County Hospital, including the hospital’s May Festival, Dash for Diabetes and the Women’s Resource Center. He delivers annual talks on young people and the law to various secondary schools in Chester County. Mr. Persick is a fellow in the American Academy of Matrimonial Lawyers, and has been a member of the Pennsylvania Bar Association’s Family Law Section Council, legislative co-chair, and Family Court Rules Committee, the Orphans’ Court Rules Committee of the Court of Common Pleas of Chester County and was former Co-Chair of the Chester County Bar Association’s Family Law Section. He received his B.A. in Philosophy from Dickinson College and his J.D. from Dickinson School of Law.

The Honorable Tarah Toohil is a Family Court Judge in the Luzerne County Court of Common Pleas, Pennsylvania. Judge Toohil presides over child custody, PFA, divorce, motor vehicle and miscellaneous civil court, and estate masters. She is a former legislator who was elected to six terms in the Pennsylvania House of Representative. As lawmaker she served on the Judiciary, Children and Youth, Health, Professional Licensure and Rules Committees. She was Chairwoman of the Government Oversight Committee. She served on the Pennsylvania Children’s Trust Fund, the Statewide Near Death and Fatality Review Board, and the Pennsylvania Supreme Court’s Language Access Advisory Group. Judge Toohil a graduate of Hazleton Area High School. She dual majored in political science and sociology, with a concentration in law and legal services, at Northeastern University in Boston.  She completed one year at University of Miami Law School before completing her Juris Doctor at Penn State Dickinson School of Law in Carlisle in 2008. While in law school, she worked as a certified legal intern for former Dauphin County District Attorney, now Judge Ed Marsico. In her gap years before law school she worked as a paralegal for Attorney (and now U.S. Congressman) Matthew Cartwright at Munley, Munley and Cartwright. Judge Toohil was the recipient of the Champion for Children Award from Pennsylvania Partnerships for Children (2017), Angels in Adoption Award from the Congressional Coalition on Adoption Institute (2016), Distinguished Citizen of the Year Award from the Anthracite District of the Boy Scouts of America (2015), NFWL Elected Women of Excellence Award (2014), Operation Rising Star Award (2014), Hazleton YWCA PEARL Award (2013), among other accolades. In 2014, Toohil was a co-founder of “Brandon’s Forever Home,” a charitable organization and “home base” meeting place created to raise awareness and assist children in foster care.

Dr. Green’s practice focuses on serving forensic and clinical populations. Legal questions faced by high conflict families have become the focus of her current practice. Dr. Green received specialized training in forensic mental health assessment procedures, ethics and the law as part of her doctorate experience and subsequent post-doctoral fellowships. A frequent presenter at the Pennsylvania Bar Association Family Law Section as well as Inn of Court, referral sources have come to rely on her experience and expertise. Dr. Green’s clients appreciate her candor, attention to detail, as well as her good humor.

Julie R. Colton, Esq. Ms. Colton is a partner at Voelker Colton, LLC, and an Adjunct Professor at the University of Pittsburgh School of Law, where she teaches Family Law. Prior to joining Voelker Colton, she clerked for Judge Kim D. Eaton in the Allegheny County Court of Common Pleas,Family Division, and worked for various family and civil law firms. Ms. Colton is active in the Pittsburgh area Matrimonial Inns of Court and the Allegheny County Bar Association Family Law Section, where she serves on council and co-chairs the Court Relations Committee. She is an Allegheny County Bar Foundation Young Fellow. Ms. Colton received her J.D. from the University of Pittsburgh School of Law and has been trained in mediation, collaborative law and parenting coordination.
