Amit J. Shah, Esq.
In 2004, Mr. Shah earned his law degree from the Dickinson School of Law of the Pennsylvania State University, where he was a member of the Minority Law Student Association. Prior to joining the firm, Mr. Shah worked at a boutique defense firm handling workers’ compensation litigation in Pennsylvania. In 2007, Mr. Shah joined Martin Law and is currently a partner. He is a member of the Philadelphia Trial Lawyers Association, Pennsylvania Association for Justice, Pennsylvania Bar Association, and the Philadelphia Bar Association. Mr. Shah is certified as a specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation Law as authorized by the Pennsylvania Supreme Court. In January 2015, Mr. Shah became an ex officio member of the Public Interest Law Center of Philadelphia. In 2017, Mr. Shah served as co-chair of the Workers’ Compensation Section of the Philadelphia Bar Association. In 2022, Mr. Shah was elected to the Pennsylvania Bar Association’s Workers’ Compensation Council where he currently serves as the treasurer. Mr. Shah was recently appointed as a co-author of the Pennsylvania Bar Institute’s Workers’ Compensation Practice and Procedure Manual, which is known among attorneys and judges as the “bible” on workers’ compensation law. Mr. Shah is the committee chair of the Pennsylvania Bar Institute’s Fall Section Meeting, which is one of the largest Continuing Legal Education courses in Workers’ Compensation taught over a two-day period in Hershey, PA, which involves numerous judges and attorneys. Mr. Shah is a co-chair of the Pennsylvania Bar Institute’s Workers’ Compensation Bench and Bar Practices, a continuing legal education course for judges and attorneys. Mr. Shah has spoken at various seminars on the subject of Pennsylvania Workers’ Compensation. Mr. Shah has been designated by the National Football League’s Players’ Association (NFLPA) to represent the players of the Philadelphia Eagles. In addition, Mr. Shah is associated with the National Hockey League’s Players’ Association (NHLPA), Major League Baseball’s Players’ Association (MLBPA), Major League Soccer Players’ (MLSPA), and Professional Hockey Players’ Association (PHPA) to handle Workers’ Compensation matters for professional athletes in Pennsylvania.
Marla A. Joseph, Esq.
Marla A. Joseph, Esquire, an AV-rated lawyer and Principal of the Law Offices of Marla Joseph, LLC, has been representing workers’ compensation and Social Security Disability claimants for over a quarter of a century. Ms. Joseph earned her B.A. from Pennsylvania State University in 1991, majoring in Psychology, and minoring in Business. In 1994, she earned her J.D. from Temple University’s Beasley School of Law, where she was honored with an award for achievement in trial advocacy and had the privilege of working as a Teaching Assistant for Lynn Abraham, who was the Philadelphia District Attorney at that time. She is certified as a workers’ compensation specialist by the Pennsylvania Bar Association’s Workers’ Compensation Section, as authorized by the Pennsylvania Supreme Court. The Best Lawyers of America just named Ms. Joseph the 2025 Lawyer of the Year, an honor she also earned in 2023 and 2020. This is a distinction earned by only .4% of lawyers. She was honored to receive the Philadelphia Bar Association’s prestigious Martha Hampton Award, for her dedication and leadership to the Bar, the respect she has earned from her peers, and her mentorship she has offered to younger attorneys. In 2022, Ms. Joseph was inducted as a Fellow of the College of Workers’ Compensation Lawyers, a national organization that honors workers’ compensation lawyers who have exhibited the highest professional qualifications, ethical standards, character, integrity, professional expertise, and leadership. In 2019 Philadelphia City Council honored Ms. Joseph with a Citation, acknowledging her selection in the Philly Labor Who’s Who in Injured Workers Advocacy. She became a Kids’ Chance of PA Board member in 2018 and instituted an annual Silent Auction, for which she was honored with the PA Merit of Achievement Award. The auction has raised over $60,000 in scholarships for students whose parents died or were catastrophically injured in a PA work accident. She is a former Chair of PBA’s Workers’ Compensation Executive Council, has been a course planner for their premier Fall Section Meeting for decades, and was the 2021 Co-chair of the Section’s Electronic Deposition Committee. Ms. Joseph was voted by her peers and a Blue Ribbon Panel as one of Pennsylvania’s Top 50 Women Lawyers by the Super Lawyers and has continued to be voted a “Super Lawyer” in the field of workers’ compensation since its inaugural year. She received the 2004 Lawyers on the Fast Track Award from The Legal Intelligencer and Pennsylvania Law Weekly. She frequently lectures on workers’ compensation issues and received an award from the American Bar Association (ABA) for her program on Civility in the Law. She served in numerous leadership roles with the Philadelphia Bar Association, including serving as YLD Chair in 2002, an elected member of its Board of Governors from 2003-2006, Chaired its Women’s Rights Committee in 2001, was a member of its Workers’ Compensation Executive Committee in 2003 and the Judicial Commission in 2001.
Valerie H. Lieberman, Esq.
Valerie H. Lieberman is an equity partner in the Delaware County office of Naulty, Scaricamazza & McDevitt, LLC. She has been practicing law with a focus on Workers’ Compensation for over 30 years. She represents insurance companies, self-insured employers and uninsured employers from a variety of industries and strives to find solutions that will reduce a client’s workers’ compensation exposure. Ms. Lieberman has been selected for inclusion for the Pennsylvania Super Lawyers form 2012-2019, 2022-25. She was also included in the New Jersey’s top rated lawyers in 2013 as well as a rated AV Preeminent in Martindale-Hubbell in 2022. Ms. Lieberman was inducted into the College of Workers’ Compensation in 2023 & Ms. Lieberman is a member of both the Pennsylvania Bar Association and the Philadelphia Bar Association. She is past defense chair for the Philadelphia Bar Association Workers’ Compensation Section.She is past chair of the Pennsylvania Bar Association Workers’ Compensation Section ( 2022-2023). She is co-chair of the PBA Workers’ Compensation Silent Auction Committee for Kids’ Chance and also serves as a board member for Kids Chance of PA. Ms. Lieberman has lectured to both the Philadelphia and Pennsylvania Bar Association as a CLE presenter. Ms. Lieberman received her B.A. from Arcadia University and her J.D. from the Benjamin N. Cardozo School of Law. In 2021, Ms. Lieberman was elected and serves as Judge of Election in Abington Township, Montgomery County, PA.
Marianne H. Saylor, Esq.
Ms. Saylor is the Director of the Bureau of Worker’s Compensation, where she oversees the administrative operations for carrying out the provisions of the Act. Ms. Saylor was previously a partner at Willig, Williams & Davidson, where she represented claimants for 18 years. Previously, Ms. Saylor represented insurance companies and employers.. She earned her B.A. from Bennington College and her J.D. from the City University of New York School of Law.
Robin M. Romano, Esq.
Ms. Romano, a shareholder with Marshall, Dennehey, Warner, Coleman & Goggin in Philadelphia, devotes her practice to the area of workers’ compensation. Since the beginning of her career with Marshall Dennehey in March 1992, she has handled hundreds of workers’ compensation cases. Ms. Romano has been a shareholder with the firm since 1997. She has represented a considerable number of self-insureds, including temporary employment agencies, warehouses, hospitals and businesses, as well as major insurance carriers and third party administrators. Ms. Romano is a Cum Laude graduate of Dickinson College. Following graduation from college, she attended the T.C. Williams School of Law in Richmond, Virginia, where she attained her J.D. in 1986.
Jeffrey S. Gross, Esq.
Mr. Gross is a partner with the Philadelphia law firm of Gross & Kenny, LLP. He concentrates his practice in workers’ compensation litigation and has been representing injured workers for over 30 years. Mr. Gross is a certified specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation Law as authorized by the Pennsylvania Supreme Court. Mr. Gross is the immediate past Chair of the Pennsylvania Bar Association’s Workers’ Compensation Section. He is the Treasurer of the Alexander Barbieri Workers’ Compensation Inn of Court and has been serving in that role since its inception in 2011. He served on the Philadelphia Bar Association’s Board of Governors from 2008-2010. Mr. Gross is a past co-chair of the Philadelphia Bar Association’s Workers’ Compensation Section and has served on the Section’s executive committee for the past 24 years. He has served as the Chancellor of the Brandeis Law Society and is a founding member of the Brandeis Law Foundation. Mr. Gross is actively engaged in fundraising activities for the Philadelphia and Pennsylvania Bar Associations. Mr. Gross was awarded the Martha Hampton Award in 2003 in recognition of his strong advocacy and compassion for injured workers as well as his professional and community service. He has been recognized by Philadelphia Magazine every year since 2004 as one of the area’s leading attorneys in workers’ compensation litigation and has been selected for inclusion in The Best Lawyers in America, published by Woodward &White. Mr. Gross is a Board Member of the Philadelphia Trial Lawyers Association and is a past-chair of the Workers’ Compensation Section of the Pennsylvania Association for Justice and is also currently a Board Member. He is also a Board Member of Kids Chance of PA. He is a frequent lecturer on various workers’ compensation issues and has authored numerous articles involving workers’ compensation issues in several publications, including The Legal Intelligencer. Mr. Gross received his J.D. from the Dickinson School of Law and his B.S. from Muhlenberg College. Mr. Gross is also an FAA licensed pilot.
Anita M. Ellis, Esq.
Ms. Ellis assumed the position of Manager of the Integrated Disability department which manages occupational and non-occupational disability at United States Steel Corporation in November 2024. Prior to entering management, Ms. Ellis served for 18 years as in-house counsel for United States Steel Corporation handling all facets of workers’ compensation litigation for the company’s self-insured program in Western Pennsylvania and supervising workers’ compensation outside counsel in the company’s other jurisdictions. For over 21 years, she focused her legal practice exclusively on representing employers, insurance companies and third-party administrators in workers’ compensation matters. She brings a unique perspective to her work as prior to becoming an attorney, she had a combined ten years of experience in workers’ compensation in the claims adjuster’s chair for five years and also five years in the employer’s chair administering the workers’ compensation program for a non-profit agency before opting to go to law school in 1999. Ms. Ellis is a graduate of Chatham College in Pittsburgh and received her J.D. in 2003 from the Duquesne University School of Law, where she received a Barrister’s Award and the J. Alfred Wilner Award. Ms. Ellis is an active member of the Pennsylvania Bar Association and inactive member of the West Virginia Bar Association. She is admitted to practice before the Supreme Court of Pennsylvania and the United States District Court for the Western District of Pennsylvania. Ms. Ellis is the current Chair of the Workers’ Compensation Section of Pennsylvania Bar Association and has chaired its Workers’ Compensation Legislation Committee since 2012. She is an appointed Zone 12 member of the PBA House of Delegates and also serves as an appointed member of the Pennsylvania Workers’ Compensation Advisory Council since 2017.
Hon. Todd B. Seelig
Judge Todd B. Seelig has served as a Workers’ Compensation Judge for the Commonwealth
of Pennsylvania since 1996. He sits in the Philadelphia District. Judge Seelig is a member
of the faculty of Villanova University School of Law, as an Adjunct Professor of Law, where
he earned his J.D. He is the current co-editor of the treatise, Barbieri, Pennsylvania Workers’
Compensation. In 2003, Judge Seelig was elected and served as the chair of the Pennsylvania
Bar Association, YLD. Judge Seelig is a past member of the Board of Governors of the
Pennsylvania Bar Association. He is a member of the Pennsylvania Bar Association’s
Workers’ Compensation Section Council. Judge Seelig is a Lifetime Fellow of the
Pennsylvania Bar Foundation. Judge Seelig served as president of the Pennsylvania
Workers’ Compensation Judges Professional Association from 2003-2007. He is a former cochair
of the Philadelphia Bar Association Workers’ Compensation Section and currently
serves on the Executive Committee. Judge Seelig is a past chair of the American Bar
Association’s Workers’ Compensation and Employer’s Liability Committee of the Tort Trial
and Insurance Practice Section (TIPS). He currently serves on the editorial board of The
Brief, a quarterly magazine for TIPS.
Heather J. Zambelli, Esq.
Ms. Zambelli is a Partner of the Pittsburgh office of Cipriani & Werner. She dedicates her practice to defending employers, insurance carriers, and third-party administrators in all workers’ compensation matters. She has significant experience litigating cases before Judges throughout the Commonwealth of Pennsylvania and before the Workers’ Compensation Appeal Board. She also represents employers and insurance carriers in workers’ compensation matters pending in the State of West Virginia. She regularly presents seminars to clients and prospective clients regarding the most effective and cost-conscious ways to adjust and litigate workers’ compensation claims pending in both Pennsylvania and West Virginia. Ms. Zambelli serves as the Treasurer the Council of the Allegheny County Bar Association’s Workers’ Compensation Section, as well as on the Membership Committee. Prior to joining Cipriani & Werner, Ms. Zambelli was a Partner in the workers’ compensation practice group of another defense firm. Ms. Zambelli previously worked for a large insurance company representing employers in workers’ compensation cases in Pennsylvania and defending general insurance coverage cases in Pennsylvania, Ohio, and West Virginia. Ms. Zambelli graduated in the top 20% of her class from the Duquesne University School of Law in 2008 and is a 2005 graduate of the University of Pittsburgh, earning a dual degree in Political Science and Communications.
Beth A. Bowers, Esq.
As a Partner at Haggerty, Goldberg, Schleifer & Kupersmith, P.C., Beth A. Bowers focuses on handling a wide range of personal injury matters, including those related to workers’ compensation. She gained extensive knowledge about workers’ compensation claims while working as a workers’ compensation defense lawyer and representing insurance companies and employers. Beth regularly appears before the Pennsylvania Workers’ Compensation Appeal Board, Workers’ Compensation Judges, and the Commonwealth Court. She has also handled workers’ compensation matters throughout New Jersey. In May of 2017, Beth became certified as a specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association Section on Workers’ Compensation Law as authorized by the Pennsylvania Supreme Court. While completing her legal studies at Widener University, Beth was awarded the Alexander V. Sarcione, Jr. Memorial Award and the Most Promising Civil Litigator Award. She was also a member of the Moe Levine Trial Advocacy Honor Society and interned for the Chester County District Attorney’s Office and the Delaware County Public Defender’s Office. Before focusing on personal injury law, Beth served as an Assistant District Attorney in the Chester County District Attorney’s Office where she prosecuted accused individuals. She is licensed to practice in New Jersey, Pennsylvania, and the U.S. District Court for the Eastern District of Pennsylvania. In addition to her legal practice, Beth is an adjunct instructor at Lehigh Carbon Community College where she teaches Workers’ Compensation Practice for Paralegals, Interviewing and Investigating for Paralegals, Introduction to Paralegal Studies, Contract and Business Organizational Law in LCCC’s Paralegal Studies program. She currently serves on the Board of Directors for Neighborhood Housing Services of Greater Berks, Inc.
Andrew E. Greenberg, Esq.
Andrew E. Greenberg has extensive litigation experience in commercial, general casualty, and workers’ compensation matters and is a recognized authority in the field of Pennsylvania workers’ compensation law. Andy has been an author and lecturer for the American Bar Association, the Pennsylvania Bar Institute, The Legal Intelligencer, The Pennsylvania Law Weekly, The Pennsylvania Defense Institute and The Pennsylvania Self-Insurers’ Association. He has made regular appearances on the television program “Law Journal” and has been named to Pennsylvania’s Super Lawyers List on multiple occasions. He has served as a regional brief judge for the American Bar Association Law Student Division, “National Appellate Advocacy Competition.” In collaboration with the Honorable David B. Torrey, Andy is the co-author of the well-recognized Pennsylvania Workers’ Compensation: Law and Practice, a four-volume authoritative treatise on Pennsylvania Workers’ Compensation Law, published and updated annually by Thomson-Reuter Publishing. The Fourth Edition of the treatise was published in April 2021. He was a commentator on the “Medical Cost Containment” regulations promulgated pursuant to Act 44 of 1993. He worked with the Workers’ Compensation Rules Committee that revised the Special Rules of Practice and Procedure before Judges in 1999-2000 and has consulted for the Bureau of Workers’ Compensation on various issues over the past few years including application of the HIPAA “Privacy Rule” to the administration of Pennsylvania workers’ compensation claims.
Joseph A. Conlan, Esq.
Joseph A. Conlan is a partner with Martin Law and focuses his practice exclusively on Pennsylvania workers’ compensation law. Prior to joining the firm, Mr. Conlan practiced at a regional defense litigation firm representing employers across Pennsylvania in the area of workers’ compensation law and matters of general liability. Prior to that, he served as a legal intern in the legal department at the School District of Philadelphia. In the spring of 2014, Mr. Conlan became a certified specialist in Pennsylvania Workers’ Compensation by the PA Bar Association’s Section on Workers’ Compensation Law as authorized by the PA Supreme Court.* Mr. Conlan has spoken at continuing legal education seminars on various issues related to workers’ compensation. In 2005, Mr. Conlan earned his law degree from Widener University School of Law, where he was a member of the Sports & Entertainment Law Society. He earned his bachelor’s degree in communications from the University of Pittsburgh in 2002.
Gabriela Raful, Esq.
Gabby Raful is a Senior Partner at Galfand Berger, LLP. She practices law in Pennsylvania, New Jersey and the Eastern District of Pennsylvania. She represents injured clients in the areas of workers’ compensation, personal injury, products liability and social security disability. Gabby is the Past President of the Berks County Bar Association (BCBA). She is the first racial minority, youngest, and first naturalized citizen to be elected to this position. Gabby also currently chairs the Jury Diversity Committee for the BCBA, and previously served as Chair of the BCBA’s Minority Law Section. Because of her contribution to community, and her extensive pro bono work, she was awarded its 2017 Presidential Award of Merit. Gabby was court-appointed to committees charged with recommending candidates for appointment as U.S. magistrate judges to the Eastern District of Pennsylvania’s federal bench. She also serves the Eastern District of Pennsylvania federal court ‘s community outreach committee where she works on jury participation initiatives. In 2018, the Pennsylvania Bar Association selected Gabby for its Bar Leadership Institute Class of 2018-19. Gabby is one of only 11 attorneys chosen for this class. In addition, she is the first attorney from Berks County honored with this selection. At PBA, Gabby is an active member of several committees and is part of the Workers’ Compensation Section Council and serves as the Section Diversity Liaison. Because of her commitment to the non-profit communities, the PBA awarded Gabby its 2019 Pro Bono Award for providing volunteer legal services to indigent and disadvantaged individuals who are unable to afford critical legal representation in times of need. Gabby is also a member of the Monitoring and Evaluation Team of the Language Access Advisory Group for the United Judicial System of Pennsylvania. Appointed to this role by the Pennsylvania Supreme Court in 2017, Gabby makes certain that the courts remain open to individuals who are deaf or hard of hearing or people who speak other languages. In 2020, the Berks County Community Foundation selected Gabby to join its Board of Directors. The Foundation promotes philanthropy and helps improve the lives of Berks County residents. Gabby is also a frequent lecturer on matters involving workplace and personal injuries, language access and representing non-English speakers, and is a contributing author to The ABA Medical-Legal Guides: Head Trauma and Brain Injury for Lawyers. This legal treatise details the law surrounding traumatic brain injuries. Gabby is originally from the Dominican Republic and is bilingual.
Howard J. Bashman, Esq.
Howard J. Bashman is a nationally-known appellate lawyer who appears regularly before the U.S. Court of Appeals for the Third Circuit and Pennsylvania’s state appellate courts. In 2003, American Lawyer Media named Bashman one of Pennsylvania’s top 40 lawyers under age 40 on the strength of his appellate litigation practice. In 2003, Senior Third Circuit Judge Ruggero J. Aldisert published a newly-revised edition of his highly acclaimed book “Winning on Appeal.” Bashman is one of just a few nationally-recognized appellate lawyers who, along with many federal and state court appellate judges, provide advice in the book on how to achieve excellence in appellate brief-writing and oral argument. Bashman was born and raised in Philadelphia, Pennsylvania, where he attended the William Penn Charter School from kindergarten through twelfth grade. He then attended undergraduate school at Columbia College in the City of New York, where he was named a John Jay National Scholar and won the George William Curtis Prize in Oratory. In 1989, he received his Juris Doctor degree with distinction from the Emory University School of Law, where he served as Managing Editor of the Emory Law Journal and received the Emory University School of Law Merit Scholarship. Following law school, Bashman had a two-year clerkship for Judge William D. Hutchinson of the U.S. Court of Appeals for the Third Circuit. Thereafter, Bashman joined the law firm of Montgomery, McCracken, Walker & Rhoads as an associate in the litigation department, where he focused on the practice of appellate litigation. While at Montgomery, McCracken, Bashman briefed and argued numerous appeals in the Third Circuit and the state appellate courts of Pennsylvania. He also wrote the merits briefs for one of the firm’s corporate clients in an important case pending before the U.S. Supreme Court, and the Supreme Court ruled in favor of that client by a 7-2 vote. Bashman later became one of the youngest lawyers promoted to partner at Montgomery, McCracken in recent memory and chaired its appellate litigation section. In March 2001, Bashman and four other litigation partners at Montgomery, McCracken left that firm to anchor the litigation section in Buchanan Ingersoll’s Philadelphia office. Bashman joined Buchanan Ingersoll as a shareholder and was named chair of its Appellate Group. While at Buchanan Ingersoll, Bashman continued to brief and argue numerous appeals before the Third Circuit and Pennsylvania’s state appellate courts. In addition to engaging in the practice of appellate litigation, Bashman also writes about appellate issues and engages in related bar association activities. Since December 2000, Bashman has written a monthly column on appellate developments for The Legal Intelligencer, Philadelphia’s daily newspaper for lawyers. In January 2001, Bashman began serving as co-chair of the Appellate Courts Committee of the Philadelphia Bar Association. Bashman also serves as contributing editor for Legal Affairs magazine, which hosts his popular appellate-related Web log, “How Appealing.” Cases in which Bashman’s appellate clients have prevailed in the Third Circuit have repeatedly made The Legal Intelligencer’s year-end recaps of significant rulings. In addition, the Third Circuit has appointed Bashman to handle on appeal many important and complex pro bono matters. Within the past few years, Bashman has been profiled by The Associated Press, The ABA Journal, Legal Times of Washington D.C., and The Daily Journal, a California-based legal newspaper. As an appellate commentator, he has been quoted or favorably mentioned by The New York Times, The Boston Globe, The Detroit News, The Seattle Times, Wired News, Salon, and Reuters. And he has recently published essays about appellate issues in The Los Angeles Times and online at Slate. Bashman is admitted to practice law in Pennsylvania, New Jersey, the Supreme Court of the United States, and the United States Courts of Appeals for the First, Third, Fourth, Fifth, Ninth, Eleventh, District of Columbia, and Federal Circuits.

Hon. Robert A. Krebs (WC Fall Section 10/16) Commissioner Krebs was appointed to the Pennsylvania Workers’ Compensation Appeal Board by Governor Edward G. Rendell in 2004 and reappointed in 2009. From 2010 to 2011 he served as Chairman of the Appeal Board. He was a member of Governor Rendell’s Transition Team for Judicial Issues and recently served on Governor Tom Wolf’s Transition Team for Labor and Industry. Prior to his appointment to the Workers’ Compensation Appeal Board, Mr. Krebs was a trial attorney in the Pittsburgh area and practiced personal injury, commercial law and workers’ compensation. He received his undergraduate degree from the Pennsylvania State University in 1981 and studied economics and political science at the University of Exeter in England. He earned his law degree from Capital University Law School in 1984 where he served as Articles Editor of the Capital University Law Review and received the American Jurisprudence Award in Torts. Mr. Krebs is a member of the Workers’ Compensation Section Council of the Pennsylvania Bar Association and previously served as a member of the Workers’ Compensation Section Council of the Allegheny County Bar Association. He has chaired various committees of the Western Pennsylvania Trial Lawyers Association, the Allegheny County Bar Association and the Federal Bar Association for the Western District of Pennsylvania. Commissioner Krebs has lectured extensively in the areas of appellate practice and workers’ compensation. He was actively involved in the 2006 legislative amendments to the Pennsylvania Workers’ Compensation Act and as a member of the Workers’ Compensation Rules Committee he served as the principal draftsman for the revisions to the Special Rules of Practice and Procedure before the Workers’ Compensation Appeal Board. Commissioner Krebs is an adjunct professor of law at Duquesne University School of Law where he teaches employment law and is the recipient of the Adjunct Professor Award for outstanding teaching. He is a member of the Pennsylvania, District of Columbia and United States Supreme Court Bars.
Hon. Rochelle D. Quiggle
Ms. Quiggle is of counsel at the Law Offices of James P. Wallbillich, LLC and a part-time associate of Blaum Law whose practice is concentrated in all aspects of Workers’ Compensation Law. She received a Bachelor of Arts degree from Penn State University. After college, she received a Juris Doctorate from Dickinson School of Law, where she was managing editor of the Environmental Law Journal. She held a clerk position for the former Perry and Juniata county President Judge, the Honorable Keith B. Quigley. Ms. Quiggle has been admitted to practice by the Supreme Court of Pennsylvania, the Eastern District of Pennsylvania and the Middle District of Pennsylvania. She has litigated workers’ compensation cases throughout Eastern and Central Pennsylvania. Ms. Quiggle has served as faculty at the 24th Annual Fall Section Meeting of the Pennsylvania Bar Association’s Workers’ Compensation CLE and the Tough Problems in Workers’ Compensation Spring CLE. She has also spoken on panels for an insurance brokerage firm and for a regional workers’ compensation defense firm. Ms. Quiggle serves on the Workers’ Compensation Section Bench/Bar committee and served on a committee to improve the computer system for the Bureau of Workers’ Compensation (WCAIS). She is a member of the Schuylkill County Bar Association and the Schuylkill County Women’s Law Caucus. Due to her belief that volunteering is a civic responsibility, Ms. Quiggle serves on the Board of Directors for Schuylkill Women in Crisis, the county domestic violence shelter, transitional housing and counselling agency. She is currently the Vice Chair of this Board. Ms. Quiggle is a member of Pottsville Business and Professional Women’s Club and has served in various capacities for the local, district and state chapters. She was a member of the board of directors for the YWCA of Pottsville. Ms. Quiggle has also volunteered for a local animal shelter and has spoken for customers of a veterinary office about laws related to dog ownership and estate planning including pets.
Commissioner Catherine T. Surbeck
Ms. Surbeck is a Commissioner with the PA Workers’ Compensation Appeals Board. In her prior position in private practice, she had extensive experience representing plaintiffs and defendants in all aspects of workers’ compensation litigation and mediation including appearing before Workers’ Compensation Judges, the Workers’ Compensation Appeal Board and the Commonwealth Court of Pennsylvania; conducting depositions of medical experts, fact witnesses and vocational experts; and drafting Findings of Facts, Conclusions of Law with Brief to Workers’ Compensation Judge, and Briefs to Workers’ Compensation Appeal Board, Commonwealth Court of Pennsylvania and Pennsylvania Supreme Court.
Nariman P. Dastur, Esq.
Nariman P. Dastur is an attorney with Carpenter, McCadden and Lane in Wexford, PA. He is an active member of the Pennsylvania Bar Association Workers’ Compensation Section having served as its Chair for the 2021-22 term. He has also served as a Proofer/Editor for their Workers’ Compensation Newsletter since 2002. In addition, he is a member of the Allegheny County Bar Association, serving on their Workers’ Compensation Section Counsel including as Chair for the 2009-2010 term. Mr. Dastur received his B.A. from Westminster College and his J.D. from Case Western University School of Law. His practice is devoted exclusively to the workers’ compensation litigation. He was among the first to be certified as a workers’ compensation specialist in Pennsylvania, having met the requirements and passing a comprehensive exam in 2013. In 2020, he was elected a Fellow of the College of Workers’ Compensation Lawyers. Mr. Dastur is a frequent course planner and lecturer for PBI including its Fall Section Meeting, Tough Problems in Workers’ Compensation and Handling the Workers’ Compensation programs. Mr. Dastur has also served on the Board of Directors of Kids’ Chance of Pennsylvania since 2016.
Christian A. Davis, Esq.
Mr. Davis is a partner at Weber Gallagher Simpson Stapleton Fires & Newby LLP in Philadelphia. He defends insurance carriers, self-insured entities and third-party administrators in workers’ compensation matters. Experienced in both the Pennsylvania Workers’ Compensation Act and under the Longshore and Harbor Workers’ Compensation Act, Mr. Davis represents a variety of industries, including manufacturing, food, beverage and hospitality, transportation, healthcare, public entities, banking and finance. In 2013, he received his certification from the Pennsylvania Bar Association Workers’ Compensation Law Section as a specialist in the practice of workers’ compensation law. Mr. Davis served as the 2012 Co-Chair for the Workers’ Compensation Section of the Philadelphia Bar Association. Currently, he is Vice-Chair of the ABA Tort Trial and Insurance Practice Section and serves on the Workers’ Compensation and Employers Liability Law General Committee, is a Board Member of Kids’ Chance of Pennsylvania and the Greater Philadelphia Executive Claims Counsel (GPECC). Mr. Davis speaks regularly on the subject of workers’ compensation to clients, claims associations and trade groups. He holds a J.D., cum laude, from Widener University School of Law and a B.A. in Economics and Political Science from the University of Pittsburgh. Mr. Davis served as a law clerk for past President Judge Joseph T. Doyle of the Commonwealth Court of Pennsylvania from 1992-1994, dealing extensively with administrative law, including Pennsylvania Workers’ Compensation matters. Since 2011, he has been recognized by the publisher of the Pennsylvania edition of Super Lawyers magazine as being among the top 5 percent of practitioners in his practice specialty in Pennsylvania.
Kimberly A. Zabroski, Esq.
Ms. Zabroski is a partner in the Pittsburgh office of Chartwell Law. Her practice is dedicated to representing self-insured employers and insurance companies in workers’ compensation litigation in Pennsylvania and North Carolina. Ms. Zabroski is a member of the Workers’ Compensation Section of the American Bar Association, the Pennsylvania Bar Association and the Allegheny County Bar Association and has served on the ACBA Workers’ Compensation Section counsel. She is admitted to practice before the Supreme Court of Pennsylvania, the U.S. District Court, Western District of Pennsylvania and Western District of North Carolina, and the State of North Carolina. Ms. Zabroski has been named to The Best Lawyers in America since 2010, in the specialty of workers’ compensation law. Ms. Zabroski was also selected to Pennsylvania Super Lawyers Rising Stars 2015 and Pennsylvania Super Lawyers 2010 and was elected to the College of Workers Compensation Lawyers in 2019. Alfred J. Carlson III, Esq.
Mr. Carlson is the managing partner of Martin Law in Philadelphia. He is also the Immediate Past President of the Philadelphia Trial Lawyers Association. He has been a litigator in Pennsylvania workers’ compensation law since passing the bar in 1992. Mr. Carlson initially practiced at a leading defense firm in Philadelphia, then joined his present firm in 2000 to represent injured workers in Pennsylvania and protect their rights. He has been voted a Pennsylvania Super Lawyer since 2005 and a Top 100 Pennsylvania and Philadelphia Super Lawyer on multiple occasions. Since 2013, Mr. Carlson has also been recognized in Best Lawyers of America. He was among the first class of attorneys to become a certified specialist in Pennsylvania Workers’ Compensation Law. In addition to maintaining an active caseload, Mr. Carlson lectures extensively in Pennsylvania workers’ compensation law. He has also published numerous articles on the subject. Mr. Carlson served as Co-Chair for the Philadelphia Bar Association’s Workers’ Compensation Section in 2008 and has been a member of the Board of Directors for the Philadelphia Trial Lawyers Association since 2010. Barbara E. Holmes, Esq.
Since 2013, Ms. Holmes has been a member of the course planning committee, the team that plans and presents the biennial PBI program Pennsylvania Workers’ Compensation Practice & Procedure and writes the manual. She previously was a planner for the Handling the Workers Compensation Claim program and has participated in other PBI programs and the Bureau of Workers Compensation Conference. She is a partner in the law firm of Blaufeld Schiller & Holmes LLP in Pittsburgh, where she practices on behalf of injured workers in workers’ compensation claim and disability applicants in Social Security claims. She is a member of the American, Pennsylvania, and Allegheny County Bar Associations, and a former chair of the Workers’ Compensation Section of the Pennsylvania Bar Association and the Council for the Workers’ Compensation Section of the Allegheny County Bar Association. Ms. Holmes was elected to the College of Workers Compensation Lawyers in 2011, and has participated in CWCL presentations at the annual meeting. She is admitted to practice before all courts of the Commonwealth and the United States Courts of Appeals for the Third, Fourth, and Sixth Circuits. Ms. Holmes is a graduate of Chatham University in Pittsburgh and received her J.D. from the University of Pittsburgh School of Law. David G. Greene, Esq.
Mr. Greene is a partner at Weber Gallagher, where he serves as co-chair of the Pennsylvania Workers’ Compensation Group. In his law practice, Mr. Greene counsels employers, insurance companies, and third-party administrators on how to best manage their Pennsylvania workers’ compensation claims. He works closely with his clients to provide appropriate risk management advice, whether that involves litigation or nonlitigation services. Mr. Greene is a frequent lecturer for the Pennsylvania Bar Institute, where he taught the Tough Problems in Workers’ Compensation course for 15 years before being appointed to the faculty of PBI’s Practice and Procedure Manual. Mr. Greene’s recognitions include an AV Preeminent rating from Martindale-Hubbell and being named to Pennsylvania Super Lawyers each year over the past decade along with being named to the top 100 lawyers in Philadelphia and in all of Pennsylvania in 2019. Katherine E. Bavoso, Esq.
Katherine E. Bavoso is a Partner at Chartwell Law in the Camp Hill office. She concentrates her practice exclusively in the defense of workers’ compensation claims for carrier’s, TPA’s, and self-insured employers. With over twenty years of experience, she has practiced before most of the Judge’s statewide, the Workers’ Compensation Appeal Board, and the Commonwealth Court. Ms. Bavoso is a 2002 graduate of the Dickinson School of Law of the Pennsylvania State University where she was a member of both the appellate and trial moot court boards. She was also on the environmental law review. While at Dickinson, she clerked for Judge Geoffrey Berry of the 9th Judicial District in Goshen, New York and clerked for an insurance defense firm. Stephen F. Moore, Esq.
Mr. Moore was born in Alston, England in 1963. He graduated from Wilkes University in 1988 with a Bachelor of Arts Degree in Political Science. He graduated Cum Laude from The Dickinson School of Law in 1991. While attending The Dickinson School of Law, Mr. Moore was selected for membership in The Woolsack Honor Society by virtue of outstanding academic achievement. Upon graduation from The Dickinson School of Law, he joined Peters & Wasilefski as an associate. He is a shareholder in the firm. Mr. Moore has litigated cases at the trial, appellate and administrative levels of the Pennsylvania Judicial system, including cases of first impression. In addition to successfully representing the firm’s clients in formal judicial proceedings, Mr. Moore has used alternative dispute resolution procedures such as mediations and arbitrations when available and appropriate. He has also successfully litigated cases in the federal administrative system. Mr. Moore’s workers’ compensation practice is primarily focused upon representing the interests of insurers and self-insured employers. Mr. Moore is a member of the bars of the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania, the United States Court of Appeals for the Third Circuit, and the United States Supreme Court. Hon. Jean S. Wright
Judge Wright is a 1990 graduate of Duquesne University Law School, after which she worked for the law firm of Dallas W. Hartman, P.C. In 2007, she became a Workers’ Compensation Judge in Erie, where she continues to work and reside.
Hon. Holly A. San Angelo
The Honorable Holly A. San Angelo was appointed the new Director of the Workers’ Compensation Office of Adjudication on December 20, 2024, by the Secretary of the Department of Labor and Industry, Nancy Walker. Director San Angelo became a Workers’ Compensation Judge in May 2012 and then Judge Manager of the Southeastern District in March 2018.Director San Angelo was the 2014 Judge co-chair for the Workers’ Compensation Section of the Philadelphia Bar Association. During her tenure, she served as a member of the Bench Bar Association. The 2014 co-chairs were also the first to introduce philanthropy to the section, which has since evolved to make the section the most philanthropic amongst its peers. Director San Angelo has been a frequent panelist for the Pennsylvania Bar Association, Philadelphia Bar Association, as well as the WCOA Judge’s conferences/retreats. Director San Angelo is a strong advocate of the mediation program, and she has performed hundreds of mediations statewide each year. As Director, she will continue to perform this service for the stakeholders. Prior to becoming a Workers’ Compensation Judge, she was in-house counsel for Travelers Insurance Company at William J. Ferren & Associates for 17 years where she concentrated her practice in workers’ compensation. She graduated from the California Western School of Law where she was a published member of the Law Review. She also received a Bachelor of Arts degree in Foreign Service from the Pennsylvania State University.
Jenna L. King, Esq.
Jenna King is an associate with Martin Law and has exclusively practiced Pennsylvania workers’ compensation law since passing the bar in 2015. Prior to joining Martin Law, Ms. King worked at a regional defense firm representing employers and major insurance carriers in workers’ compensation litigation across the Commonwealth of Pennsylvania. In the Spring of 2024, Ms. King became a certified specialist in Pennsylvania Workers’ Compensation by the PA Bar Association’s Section on Workers’ Compensation Law as authorized by the PA Supreme Court. Ms. King is an active leader in the Workers’ Compensation Sections of both the Philadelphia and Pennsylvania Bar Associations. She is the 2025-2026 Chair of the Pennsylvania Bar Association’s Workers’ Compensation Law Section and has served as a Council member since 2020. Ms. King was also the 2023 Co-Chair of the Philadelphia Bar Association’s Workers’ Compensation Section, served as the Co-Chair of its Diversity, Equity & Inclusion Committee from 2019-2024, and has served as its PBA Liaison since 2020. She is a frequent presenter of Continuing Legal Education courses throughout Pennsylvania on various workers’ compensation topics. Ms. King earned her B.A., magna cum laude from Widener University in 2011. Before attending law school, she completed a year of service with the Americorps Program City Year, working with at risk youth at South Philadelphia High School. In 2015, Ms. King earned her law degree, magna cum laude, from Widener University School of Law, where she founded and served as the Inaugural President of the Youth Court League, served as the Vice President of the Moot Court Honor Society, and was an active member of the Trial Advocacy Honor Society.
