Join us for a discussion of the Pennsylvania Prompt Payment Act and Contractor and Subcontractor Payment Act. Our panel of seasoned practitioners will walk you through what you need to know about these Acts. Learn how to avoid mistakes and advise your clients regarding these Acts.

Faculty

Jeffrey Bright Esq.

Mr. Bright is a construction lawyer who focuses his practice on construction matters, civil litigation, employment law, and real estate development and disputes. He has litigated cases in federal and state courts, as well as in front of administrative agencies. Most of his litigation pertains to construction disputes, including breach of contract, mechanics’ lien claims, bond claims, claims on public projects under the Board of Claims’ jurisdiction, and claims under statutory prompt payment acts. In his construction practice, Mr. Bright represents contractors, subcontractors, owners, construction managers, and design professionals. In addition to handling disputes, he regularly advises on the preparation, revision, and negotiation of construction contracts for various project delivery systems. He also advises and litigates on insurance coverage and indemnity litigation that can arise during a project. Mr. Bright often advises construction companies on handbooks, policies, and specific workplace issues. He has litigated and guided employers on issues including non-compete covenants, misappropriation of trade secrets, and charges of discrimination or wrongful termination. Related to his focus on construction law, Mr. Bright advises and counsels clients on real estate issues pertaining to mortgages, title issues, easement issues, condemnation and eminent domain in state and federal court, landlord-tenant matters, subdivisions, zoning, deed preparation, and other issues that arise in land development and ownership of real property. Prior to joining Saxton & Stump, Mr. Bright owned Bright Law Firm PLLC, a boutique firm in Lancaster, PA focused on the construction industry. Mr. Bright earned his Bachelor of Arts in Government with a concentration in business from Franklin & Marshall College. He earned his J.D. from the Thomas Jefferson School of Law where graduated summa cum laude and was the Editor-in-Chief for the Law Review. 

William Auxer Esq.

William (“Bill”) Auxer is a principal of the firm and member of the Construction Law and Environmental Law Departments. Mr. Auxer joined the firm in May of 2000. Mr. Auxer’s practice includes both transactional and litigation with a focus on construction law, government procurement and contracting, environmental law and administrative law. Before becoming an attorney, Mr. Auxer worked as a civil engineer in the environmental construction field. He served as a design consultant on several environmental construction projects. He also served as a project manager where he was responsible for estimating, bidding, planning, scheduling, and managing large budgeted environmental construction projects. Mr. Auxer formerly served on the Professional Development Faculty at Penn State-Abington where he taught courses on construction contracts. He also served on the faculty for Lorman Educational Services, providing seminars to the construction industry. Mr. Auxer is a frequent speaker on environmental and construction-related issues.

Ashley Weber Esq.

Ms. Weber assists
general counsel and the legal department in advising and counseling the Clark
family of companies on all legal matters. She has experience and an interest
in reviewing and negotiating commercial contracts. Ms. Weber also provides
legal advice and counsel on other commercial matters, including construction,
compliance, data security and retention, employment, litigation, procurement,
and real estate.
