Brett M. Woodburn, Esq.
Mr. Woodburn is the principal and founding member of Woodburn Law and focuses his practice on real estate law. Additionally, he handles professional licensing law, represents several local associations of REALTORS®, and has represented brokers and agents defending failure to disclose cases. He currently represents several real estate brokerages, brokers and agents across the Commonwealth. Mr. Woodburn practices in the areas of Real Estate Broker Law, Commercial, Hospitality, and Residential Real Estate Transactions, and Title Insurance. Mr. Woodburn has represented real estate brokers and agents in various litigation matters, including errors & omissions defense, failure to disclose cases, and licensing defense matters for nearly 20 years. Mr. Woodburn serves as General Counsel to Keystone Human Services and is General Counsel to the REALTORS® Association of Metropolitan Pittsburgh, the Pocono Mountain Association of REALTORS®, the Allegheny Highlands Association of REALTORS® and MLS, the Cambia-Somerset Association of REALTORS®, and the Lancaster County Association of REALTORS®. Prior to joining private practice, Mr. Woodburn was a clerk to the Honorable John M. Cleland, 48th Judicial District, McKean County. Mr. Woodburn is a member of the Dauphin County and Pennsylvania Bar Associations and is a past member of the Board of Directors for the Pennsylvania Bar Institute. Within the PA Bar Association, he is a past-chairperson and council member for the Real Property Division of the Real Property, Probate and Trust Section, is past chair of the Plain English Committee and currently services on the Charitable Organizations Committee, Legal Services to Persons with Disabilities Committee, and ADR Committee. Mr. Woodburn is licensed to practice in Pennsylvania, the U.S. District Court for the Middle District of Pennsylvania, U.S. District Court for the Western District of Pennsylvania and the U.S. Court of Appeals, 3rd Circuit. Mr. Woodburn earned his JD from Ohio Northern University, and he earned a Bachelor’s Degree from Allegheny College.
Kellie A. McGowan, Esq.
Ms. McGowan is partner in Obermayer’s Business & Finance Department where she co-chairs the firms Land Use group. Her practice focuses on real estate transactions, financing, and zoning and land use matters. She represents businesses, financial institutions, and individuals in Pennsylvania and New Jersey in financing transactions, as well as residential, commercial, and industrial real estate matters, including sales, acquisitions, and leasing. Ms. McGowan is admitted to practice in Pennsylvania and New Jersey, as well as the U.S. District Court for the Eastern District of Pennsylvania. She earned her law degree from Temple University’s Beasley School of Law and her undergraduate degree in political science and environmental studies, cum laude, from Muhlenberg College. Ms. McGowan regularly participates as a faculty member in other PBI courses.
David J. Scaggs, Esq.
Mr. Scaggs is a shareholder in The Granger Firm in Paoli, Pennsylvania. He is a member of the Pennsylvania and New Jersey Bars and is admitted to practice in the United States District Court for the Eastern and Middle Districts of Pennsylvania, the District of New Jersey and the Court of Appeals for the Third Circuit. Mr. Scaggs is a member of the Pennsylvania and Chester County Bar Associations. In 2011, he was nominated as a Council member to the Pennsylvania Bar Association’s Real Property, Probate and Trust Law Section. He is also the chairman of the Westtown Township Zoning Hearing Board in Chester County. Mr. Scaggs has lectured for the Pennsylvania Bar Institute on various real estate matters, including title insurance, residential and commercial closings and seller’s disclosure matters. He concentrates his practice in the area of real estate transactions and litigation, representing a large spectrum of clients, including title insurance companies, lenders, real estate brokers and developers in litigation matters. Mr. Scaggs also regularly handles construction defect litigation, commercial and residential purchases and disputes, leasing, zoning issues, homeowner association matters and seller’s disclosure matters. Mr. Scaggs received a B.S. in business administration from Temple University and a J.D. from Widener University School of Law.
