If entering from street level:

  • Proceed up the escalator to the security desk in the lobby.

If entering via the parking garage:

  • Press elevator button to lobby. Upon exiting the elevator, please proceed to your left to the security desk located in the middle of the lobby. (It is slightly hidden behind structure beams.)
  • At the security desk you will receive a visitors’ pass which will grant access to the south high rise only.
  • You will then be directed to the southside elevators which are at the end of the walkway past the first set of turnstiles (low-rise turnstiles).
  • Proceed to the Wanamaker sign (which hangs above the ledge) to the second set of turnstiles (high-rise turnstiles).
  • Swipe your printed pass on any of the 3 turnstiles to get access to the high-rise elevators & proceed up to the 10th floor – East/West Conference Rooms (exit the elevator and proceed across the hall.)

Parking for the Institute

LAZ Parking offers 660 parking spaces on Levels P1, P2 and P3 of The Wanamaker Building. The parking garage can be accessed via Juniper Street or 13th Street between Market and Chestnut Streets.

  • Monday through Friday daily rates are $4.00 per quarter hour.
  • The early bird daily rate (in by 9:00 AM and out by 6:00 PM) is $20.00, and $26.00 for up to 12 hours, if in or out after these times.

Fundamentals of Adverse Possession Both/ Basic

Since the beginning of time, real property has been the subject of dispute. Many a war has been fought over the ownership of land, as land ownership is one of the fundamental hallmarks of our society. While the most typical manner in which real property changes hands is through deed, the concept of squatter’s rights continues to exist. The doctrine of adverse possession permits someone to achieve ownership of another's property by operation of law if certain requirements are met. In this session, we will discuss the requisite elements of adverse possession, the manner by which one can establish adverse possession title, the effect of establishing adverse possession title, as well as the defenses that are available to the owner of lands against which an adverse possession claim has been asserted. We will also discuss these topics as they apply to prescriptive easement claims, and will conclude with a discussion of the consentable line doctrine.

New Constructions Taxes and Title Requirements

New Constructions is a very specific animal in Pennsylvania. Every county is different when it comes to requirements for taxes, when new improvements are assessed, what it means when they are assessed.
Normally vacant land has very little requirement, however new construction could require reservation of sewage tap ins, lien letters, tax certifications on master parcels (an all that entails) specific review of subdivision plats, HOA documents and information, first deed requirements for Post Construction Storm Water Management and a number of other issues that a law firm would not need for an existing home sale.

Remedies and Defenses to Commercial Loan

The PBA is promoting legislation to allow a property owner to repudiate unenforceable racial and religious restrictions recorded against real property. We will review the history of housing discrimination in the US, features of the federal Fair Housing Act (as amended) as well as contrast it to the Pennsylvania Fair Housing Act. The session will conclude with a timely update on the status of PBA’s proposed legislation.

Real Estate and Religion: The Neutral Principles Approach in Real Estate Disputes

When a suit is filed between two religious organizations, many assume that the court lacks subject matter jurisdiction due to the separation of church and state. In 1979, the U.S. Supreme Court endorsed a neutral principle approach to give meaning to contracts involving a religious organization. Since then, numerous Courts in Pennsylvania have applied this approach to resolve Real Estate disputes involving church property. However, challenges arose regarding the scope of the approach, the areas of law it applies to, and how different religious hierarchies impacted the application of this approach. The session will examine current issues of when Real Estate meets Religion.

Use of Conservation to Tackle Urban Blight

From the early days of our republic, people have fought to retain possession of their homes and real property. In fact, property ownership is one of the fundamental rights upon which this great Nation was founded. However, with property ownership come certain responsibilities, most notably, to maintain one’s property so that it does not become a nuisance, or a risk to the public health, safety and welfare. When property owners fail in this obligation, the responsibility to remediate had typically fallen upon local governments, often at great expense. However, the enactment of Pennsylvania’s Abandoned and Blighted Property Conservatorship Act (Act 135) fundamentally changed the process by which blighted properties can be rehabilitated. Act 135 enables individuals, nonprofits, and municipalities to petition a court of common pleas to be appointed the conservator of a blighted property that is a danger to the community, and to rehabilitate such property to bring it back into compliance with all applicable building codes and safety standards. In this session, we will discuss the process for establishing that a property is blighted, the procedures that must be adhered to in petitioning to be appointed a conservator of a blighted property, the steps that a conservator must follow in remediating and disposing of a blighted property and the formula by which any proceeds of a subsequent sale of the blighted property are distributed.

Attorney Daniel J. Siegel is a nationally recognized authority on ethics, technology, data protection and business workflow management, and the principal of both the Law Offices of Daniel J. Siegel, LLC and Integrated Technology Services, LLC. Dan provides techno-ethics counsel to solo, small and mid-sized law firms on cybersecurity, technology and other related issues. His practice includes representing of attorneys in disciplinary matters; providing professional responsibility guidance to attorneys and firms; serving as appellate counsel; and representing individuals in workers’ compensation and personal injury matters. Dan also consults with law firms and businesses on workflow management, implementation of paperless offices, and other productivity matters. Attorney Siegel is a prolific speaker and author, and serves as the Chair of the Pennsylvania Bar Association Committee on Legal Ethics and Professional Responsibility, and Past-Chair of the American Bar Association’s Professional Development Board Chair. Steven L. Sugarman, Esq.

Mr. Sugarman is a partner in the law firm, Gawthrop Greenwood, PC, and chairs the firm’s Community Association Law Department. He concentrates his practice in the field of community association law, real estate and construction litigation. Mr. Sugarman is a member of the College of Community Association Lawyers and a past president of the Community Associations Institute (CAI), Keystone Chapter. He has been awarded Martindale Hubbell’s highest AV preeminent peer review rating and has been selected by his peers as one of the Best Lawyers in America® and for inclusion in Pennsylvania Super Lawyers® every year since 2007. A former chairman of CAI’s Legislative Action Committee in Pennsylvania, Mr. Sugarman continues to participate actively in the review and drafting of amendments to Pennsylvania’s legislation governing common interest communities, and his writings include the article, “Setting the Standard of Care in Premises Liability Cases,” published in CAI’s Journal of Community Association Law. Mr. Sugarman is an adjunct professor at Villanova University Charles Widger School of Law, where he developed and teaches the course “Condominium and Homeowner Association Law.” He also serves as an expert witness on community association matters brought before Pennsylvania’s courts and its General Assembly and as a mediator in community association disputes. Brett M. Woodburn, Esq.

Mr. Woodburn is the principal and founding member of Woodburn Law and focuses his practice on real estate law. Additionally, he handles professional licensing law, represents several local associations of REALTORS®, and has represented brokers and agents defending failure to disclose cases. He currently represents several real estate brokerages, brokers and agents across the Commonwealth. Mr. Woodburn practices in the areas of Real Estate Broker Law, Commercial, Hospitality, and Residential Real Estate Transactions, and Title Insurance. Mr. Woodburn has represented real estate brokers and agents in various litigation matters, including errors & omissions defense, failure to disclose cases, and licensing defense matters for nearly 20 years. Mr. Woodburn serves as General Counsel to Keystone Human Services and is General Counsel to the REALTORS® Association of Metropolitan Pittsburgh, the Pocono Mountain Association of REALTORS®, the Allegheny Highlands Association of REALTORS® and MLS, the Cambia-Somerset Association of REALTORS®, and the Lancaster County Association of REALTORS®. Prior to joining private practice, Mr. Woodburn was a clerk to the Honorable John M. Cleland, 48th Judicial District, McKean County. Mr. Woodburn is a member of the Dauphin County and Pennsylvania Bar Associations and is a past member of the Board of Directors for the Pennsylvania Bar Institute. Within the PA Bar Association, he is a past-chairperson and council member for the Real Property Division of the Real Property, Probate and Trust Section, is past chair of the Plain English Committee and currently services on the Charitable Organizations Committee, Legal Services to Persons with Disabilities Committee, and ADR Committee. Mr. Woodburn is licensed to practice in Pennsylvania, the U.S. District Court for the Middle District of Pennsylvania, U.S. District Court for the Western District of Pennsylvania and the U.S. Court of Appeals, 3rd Circuit. Mr. Woodburn earned his JD from Ohio Northern University, and he earned a Bachelor’s Degree from Allegheny College.

Carl N. Weiner, Esq.

Mr. Weiner co-chairs the Real Estate and Zoning Department at the Lansdale firm of Hamburg, Rubin, Mullin, Maxwell & Lupin. For over two decades, he has handled an enormous array of real estate law matters for Delaware Valley clients, ranging from zoning and land development to real-estate financing and acquisition. His work includes the development of over 200 condominium and homeowners’ associations, and he has extensive experience in zoning litigation from numerous appearances before zoning hearing boards and appellate arguments. He has handled zoning cases and subdivision and land-development applications in a majority of townships and boroughs throughout Bucks and Montgomery Counties. He has represented developers, commercial landowners and banks with respect to the acquisition and financing of commercial properties held for future development. His experience also includes structuring multimillion-dollar real-estate acquisitions with contingencies for financing, land development and zoning approvals. A frequent lecturer for the Pennsylvania Bar Institute, the Community Associations Institute and the Montgomery Bar Association (MBA), Mr. Weiner is a past Chairman of the MBA’s Real Estate Land Use Committee, he has served on the MBA Board of Directors and currently serves as President of the Montgomery Bar Foundation. He is also a past president of the Keystone Chapter of the Community Associations Institute. Carl is also a Fellow with the College of Community Association Lawyers. Carl was selected by his peers for inclusion in The Best Lawyers in America 2016 through 2024; 2021 Lawyer of the Year in the area of Land Use and Zoning Law; and, a Super Lawyer 2019 through 2024. A graduate of Boston University School of Law, Mr. Weiner received his undergraduate degree from Brown University.

Erik M. Hume, Esq.

Mr. Hume is a Shareholder in the Harrisburg office of Saxton & Stump, a full-service Lancaster-based law firm. He is Chair of the firm’s Real Estate Group and a member of the Business and Corporate Law Group. In his practice, Mr. Hume advises clients through all aspects of real estate transactions and development. He represents landowners and developers in the sale, acquisition, leasing, financing, and development of commercial and residential real estate. His practice also includes the creation, development, and administration of commercial and residential condominiums and planned communities. In addition to his real estate practice, Mr. Hume also has significant experience in oil, gas, and mineral law matters and in commercial loan origination. He is a licensed title agent. Mr. Hume has presented several times on issues related to real estate law including easements, condominiums and planned communities, stormwater management, oil and gas law, and pipelines. He received his B.A. in Government from Lehigh University and his J.D. from the University of Pittsburgh School of Law. Mr. Hume served as a law clerk to the Hon. Michael A. Georgelis of the Lancaster County Court of Common Pleas.

He has significant civil litigation and general practice experience in all areas of real property law, and acquired extensive experience in all facets of real estate development, sales, construction, and leasing prior to entering the practice of law. Mr. Kosir represents clients in a wide range of matters including commercial and residential real estate tax assessment appeals, commercial and residential sales and leasing, oil and gas lease negotiations, title defense, commercial and residential landlord-tenant proceedings, and zoning and land use issues. He is a frequent lecturer at continuing legal education programs. Mr. Kosir was recognized five times as a Pennsylvania Super Lawyers® Rising Star® in real property law, and has been recognized five times as Pennsylvania Super Lawyers® Super Lawyer. Andrew M. Menchyk, Jr., Esq.

Mr. Menchyk has been a member of Stepanian & Menchyk LLP since 2003 and has been a partner since 2009. Mr. Menchyk is a member of the Butler County Bar Association and the Pennsylvania Bar Association. In 2010-2011, 2013-2014 Mr. Menchyk was recognized by Pennsylvania Super Lawyers Magazine as a Pennsylvania Super Lawyer “Rising Star” in the area of real estate. Amy E. Vulpio, Esq.

Amy is a Partner at Stradley Ronon where she represents both creditors and debtors, Amy offers clients a unique perspective that comes from working on behalf of both parties, allowing for innovative solutions for their negotiation and litigation needs. She counsels financial institutions, secured lenders, insurance companies, lessors, trade creditors, and other businesses and individuals in financial restructuring, bankruptcy, appellate and commercial litigation matters. Amy helps creditors mitigate their risks and maximize their recoveries when dealing with financially troubled or bankrupt companies, including confessing judgment; obtaining relief from the automatic stay; filing and litigating proofs of claim; filing and responding to motions and adversary complaints, including preference and fraudulent conveyance actions; and otherwise asserting their rights in bankruptcy court as well as in state court assignment for the benefit of creditors (ABC) and receivership matters. On behalf of debtors, she assists with facilitating out-of-court workouts, preparing bankruptcy petitions and motions, formulating plans of reorganization or liquidation, and prosecuting claims objections and preference and fraudulent conveyance actions in both traditional Chapter 11 cases and Subchapter V small-business bankruptcies. Krista M. Kochosky, Esq.

Ms. Kochosky is chair of the Real Estate Practice at The Lynch Law Group. She has over 25 years of experience counseling clients in a variety of real estate matters. Ms. Kochosky assists real estate investors with business formation as well as acquisition and sale/leasing of residential and commercial property. She represents developers/builders and individual property owners with zoning and land use matters before municipal boards and in civil court inclusive of boundary disputes and quiet title actions. She represents commercial landlords with leasing and property management of retail space as well as residential lessors of long and short term rental properties. In addition to her assistance with transactions, she has extensive litigation experience representing clients in civil suits in state and federal courts in actions for breach of sales and construction contracts, quiet title/specific performance, and violation of consumer protection laws. She lectures frequently for the Pennsylvania Bar Institute and national programs. Rosemary J. Loverdi, Esq.

Ms. Loverdi is a partner in the Real Estate Practice Group at Dilworth Paxson LLP, where she has spent her entire legal career. She represents real estate developers, family-owned real estate investment funds, retailers, manufacturers, and other middle-market companies in commercial real estate transactions. In the public sector, she has advised economic development agencies and state authorities in procurement matters, including structuring requests for proposals (RFPs), and has also represented public and quasi-public entities in real estate transactions. Ms. Loverdi regularly counsels clients in leasing, acquisition, construction, and financing matters. Her engagements have included mixed-use developments, condominium projects, multi-tenant and single-user office, warehouse, and shopping center retail leasing. Ms. Loverdi has also structured joint ventures for project development. She has represented both landlords and tenants, lenders and borrowers, and sellers and purchasers of real estate and therefore has an understanding of the concerns of both parties to a transaction. Marshal S. Granor, Esq.

Mr. Granor practices law at Granor and Granor, P.C. in Horsham, concentrating in the areas of community association law and real estate transactions. He is a member of the Solo and Small Firm Section Council, is a Past Chair of the Real Property, Probate and Trust Law Section and the Minority Bar Committee. He was a principal author of Pennsylvania’s Uniform Planned Community Act. Mr. Granor is a member of the Montgomery, Pennsylvania and American Bar Associations and of Community Associations Institute. Melissa S. Blanton, Esq.

Ms. Blanton is a partner at the law firm of Schnader Harrison Segal & Lewis LLP, member of the firm’s Executive Committee, chair of the firm’s Finance Practice Group and a member of the Real Estate Practice Group. She represents financial institutions in various types of residential, retail and office development projects, syndicated secured real estate credit facilities and the structuring, drafting and negotiation of workout and forbearance agreements. Ms. Blanton also represents investors and institutional clients in complex real estate sales and acquisitions and has significant experience representing landlords and tenants in commercial leasing transactions. She received her J.D., cum laude, from Dickinson School of Law of the Pennsylvania State University and her B.S., summa cum laude, from Kutztown University of Pennsylvania. Sara A. McCormick, Esq.

Ms. McCormick is a partner in the Real Estate practice group of the Philadelphia office of Ballard Spahr LLP. Wendi L. Kotzen, Esq.

Ms. Kotzen is a Practice Leader of Ballard Spahr’s Tax Group in their Philadelphia office. She advises clients on the taxation of all types of real estate transactions, has an extensive background in Pennsylvania and Philadelphia realty transfer tax planning, and advises clients on mergers and acquisitions. Morgan G. Williams, Esq.

Deputy Chief Counsel MorganWilliams has been with the Pennsylvania Human Relations Commission for over ten years, serving in different capacities in the Office of Chief Counsel. In her role as Deputy Chief Counsel, she supervises the office’s prosecuting attorneys who advocate on behalf of persons pursing complaints of unlawful discrimination at public hearings in cases where probable cause is found. She is the liaison to the Standard Forms Committee and Standard Forms Feedback Panel. Kacy also works with other PAR contracts and educates our members at the local and state level on legal issues and the PAR forms. Kacy is a graduate of Franklin & Marshall College and Widener University School of Law. She has been admitted to the Pennsylvania Bar since 2015 and has been with PAR since 2019. Scott M. Rothman, Esq.

Reed D. Lyons, Esq.

Reed Lyons, Esq. is a seasoned real estate professional with an extensive background in corporate real estate, now serving as Vice President of Campus Operations at Comcast’s Philadelphia headquarters. Steven A. Wakefield, Jr., Esq.

Steve Wakefield is a Senior Attorney with the City of Philadelphia Law Department where he litigates real estate assessment appeals and forecloses on tax delinquent property. Mr. Wakefield has been with the Law Department for nine years. Prior to that, he litigated assessment appeals across the Commonwealth of Pennsylvania for taxpayers seeking to lower their real estate tax burdens for a small boutique firm in Allegheny County.

Pamela A. Van Blunk, Esq.

In April 2022 Ms. Van Blunk started her Of Counsel career at the law firm of Begley, Carlin and Mandio, LLP where she covers Personal Injury and Tax Assessment Appeals cases. Pamela A. Van Blunk, Esquire was elected to serve as Bucks County’s Controller in November 2021 and began her four-year term on January 3, 2022. Before taking office, Ms. Van Blunk was, and is, an experienced litigation attorney. Ms. Van Blunk graduated from law school as a single mother with three young children, graduating cum laude from Widener University’s Delaware Law School. Mia McKay serves as Vice President, Business Development for Chicago Title’s Philadelphia National Commercial Services (NCS) operation. Mia’s focus is on new business development with account management responsibilities for the national commercial team servicing major law firms, commercial real estate developers and investors and REITs across all property types. Keirstyn Marcucci, Esq. is Assistant Chief Counsel for the Pennsylvania Human Relations Commission where she prosecutes employment discrimination, housing discrimination and public accommodation cases on behalf of the Commission. Prior to joining the Pennsylvania Human Relations Commission, Keirstyn was a Managing Attorney at Summit Legal Aid, where she ran their fair housing project, which included writing and managing the Fair Housing Initiative Program grant. In addition to running the fair housing project, Keirstyn also represented parents in custody litigation and managed a team of six. Keirstyn attended Pennsylvania State University for undergrad, where she graduated with a Bachelor of Arts in history and minors in German and Political Science. Keirstyn was a part of Schreyer Honors College while at Penn State. Keirstyn attended University of Pittsburgh School of Law where she graduated with her Juris Doctor in 2018.

Kevin C. Gillen, Ph.D.

Dr. Gillen is a Senior Research Fellow at Drexel University’s Lindy Institute for Urban Innovation. He received his Ph.D. in Applied Economics from the Wharton School of the University of Pennsylvania, concentrating in urban economics and real estate finance. Dr. Gillen’s dissertation won awards from both the U.S. Department of Housing and Urban Development and the Lincoln Institute for Land Policy. He has testified on matters of real estate policy to Philadelphia City Council, the Pennsylvania State Legislature and the U.S. Congress. Dr. Gillen’s quarterly reports on the state of the Philadelphia region’s housing market have received prominent placement in the Wall Street Journal, the New York Times, the Philadelphia Inquirer, Philadelphia Magazine, and The Financial Times.

James F. Conmy, Esq.

Jim Conmy is Vice President and Major Transactions Counsel for Commonwealth’s Philadelphia National Commercial Services (NCS) operation. He has 35 years’ experience in the title insurance industry and has held positions in underwriting, marketing and management. Jim has twice served on the Executive Committee of the Real Property Section of the Philadelphia Bar Association and chaired several of its committees. He is Vice Chairman of the Pennsylvania Land Title Institute, and Chairman of its Curriculum Committee. Jim served as President of the Pennsylvania Land Title Association in 1995-1996. He was designated a “Certified Land Title Professional” (CLTP) in 1994 and was awarded the James G. Schmidt Distinguished Career Service Award by the Pennsylvania Land Title Association in 2003. Jim received his BA degree in History and Theology from Fordham University and his JD degree from the John Marshall Law School in Chicago.

Estelle F. Comay, Esq.

Estelle Comay’s corporate practice at Marcus & Shapira encompasses a broad range of corporate transactions, including incorporation and organization of new companies; commercial bank and private-lender financing; negotiating franchiser and franchisee agreements; and advising public and private corporate clients on internal operations (such as shareholder agreements, executive employment contracts, stock-option agreements, deferred-compensation arrangements, and severance agreements). She has extensive knowledge in the area of choice-of-entity issues, including subchapter S corporations and limited liability companies. In the area of commercial real estate, Estelle has represented both developers and tenants in negotiating commercial leases for offices, shopping centers, industrial parks, and warehouses, including regional, national, and international retail chains. She has headed multi-million-dollar sale/leasebacks for manufacturing and warehouse facilities and has worked extensively in the areas of land acquisitions for subdivision and construction financing. Estelle has participated in public and private offerings of both debt and equity securities, tender offers, mergers, and private placements. She also represents a number of nonprofit corporations and trade organizations from formation to qualification for tax-exempt status federally and locally, and advising trustees and boards of directors on property acquisitions, governance and regulatory matters, and donor issues. She actively serves on the boards of small and major local and national nonprofits and foundations, including religions, arts, and community-development organizations. Estelle has lectured regularly to Bar Association groups, served as Chair of the Real Property Section of the Allegheny County Bar Association, and has chaired the Judicial Campaign Advertising Subcommittee of the Pennsylvania Bar Association.

Maxwell Briskman Stanfield, Esq.

Mr. Stanfield is a Partner at Meyer Unkovic & Scott LLP, in Pittsburgh, Pennsylvania. He regularly assists clients with contract drafting and interpretation; business acquisitions, sales, and divestitures; commercial real estate acquisition and sales; commercial real estate leasing and licensing arrangements; financing arrangements; exempt-securities transactions; franchise agreements; business entity formation and structure; and nonprofit organization matters. Brittany M. Bloam, Esq.

Brittany M. Bloam is a Partner in the Litigation & Dispute Resolution Practice Group at Meyer, Unkovic & Scott. Brittany is particularly interested in the real estate development and construction industries. Robert A. Taylor, Esq.

Jennifer S. Coatsworth, Esq.

Ms. Coatsworth is a partner at Margolis Edelstein. She has litigated hundreds of motor vehicle, dealer fraud and lemon law cases from both the plaintiff and defense sides. Additionally, she concentrates her practice in the defense of professionals such as realtors, home inspectors, accountants and physicians. She also has extensive experience with premises liability and product liability and has handled employment and construction work and several fraternity cases.
