Faculty

Howard Gleckman

Howard Gleckman is a senior fellow in the Urban-Brookings Tax Policy Center at the Urban Institute, where he edits the fiscal policy blog TaxVox and the daily news summary The Daily Deduction. He is also affiliated with Urban’s Program on Retirement Policy, where he works on long-term care issues. Before joining Urban, Gleckman was senior correspondent in the Washington bureau of Business Week, where he was a 2003 National Magazine Award finalist. He was a 2006–07 media fellow at the Kaiser Family Foundation and a visiting fellow at the Center for Retirement Research at Boston College from 2006 to 2008. Gleckman writes two regular columns for Forbes.com, on tax policy and elder care. He is author of the book Caring for Our Parents and speaks and writes frequently on long-term care issues.

Samuel Donaldson, Esq.

Professor Donaldson is an interim associate dean of Academic Affairs and professor of law at Georgia State University College of Law. Prior to joining the College of Law in 2012, Professor Donaldson was on the faculty at the University of Washington School of Law in Seattle for 13 years. During his tenure at the University of Washington, he was a five-time recipient of the Philip A. Trautman Professor of the Year award from the School of Law’s Student Bar Association. Professor Donaldson served for two years as Associate Dean for Academic Administration and for six years as the Director of the law school’s Graduate Program in Taxation. Professor Donaldson teaches a number of tax and estate planning courses, as well as courses in the areas of property, commercial law and professional responsibility. He is a nationally recognized speaker on federal taxation and estate planning at professional conferences and continuing education seminars. Professor Donaldson is an Academic Fellow of the American College of Trust and Estate Counsel (ACTEC) and a member of the Bar in Washington, Oregon, and Arizona. Among his scholarly works, he is a co-author of the popular West casebook, Federal Income Tax: A Contemporary Approach, and a co-author of the Price on Contemporary Estate Planning treatise published by Wolters Kluwer. Professor Donaldson has served as the Harry R. Horrow Visiting Professor of International Law at Northwestern University and a Visiting Assistant Professor at the University of Florida Levin College of Law. An amateur crossword constructor, Professor Donaldson’s puzzles have been published in The New York Times, The Washington Post, The Wall Street Journal, and other outlets.

Steve Dale, Esq.

Stephen W. Dale received his JD from Armstrong Law School and his LL.M. in Taxation from Golden Gate University in 2001. The Dale Law Firm was established in 1992 in order to provide quality estate planning to clients by working cooperatively with the clients’ tax, financial and insurance professionals. Mr. Dale is disability rights advocate whose interest in the disability community began at an early age. He comes from a family of institutional workers that served in California’s State Hospitals and Developmental Centers for over 3 generations. Stephen worked for 17 years as a psychiatric technician in a variety of institutions in California, and later became an intern at the Disability Rights Education and Defense Fund (DREDF) working on disability access cases before starting his own practice focused on drafting and administering special needs trusts. He serves on the boards of the Arc of California and the Contra Costa County Developmental Disabilities Counsel. He spends much of his time attending disability rights activities, including legislative hearings and serving on boards and committees of disability-rights organizations. He is also the trustee of the Golden State Pooled Trust which serves beneficiaries in California. Part of his duties is to oversee a series of MCLE programs accredited by the California State Bar, which provides education to attorneys and trustees on a wide variety of disability related subjects focused on quality of life for persons with disabilities. He is a frequent speaker on a variety of disability related topics across the country. He speaks annually at the Stetson Law and the Center for Excellence Special Needs Conference, as well as The University of Texas annual Special Needs Conference. He is the recipient of the 2010 Theresa Foundation Award and the 2007 NAELA Powley Award. Additionally, Mr. Dale is a long-standing member of the Special Needs Alliance, a national, not for profit organization of attorneys dedicated to the practice of disability and public benefits law.

Gwendolyn Kull, Esq.

Gwendolyn Kull is an Assistant District Attorney in Montgomery County where she is currently serving as Captain of the Economic Crimes Unit within the Trials Division. Her duties include prosecuting criminal cases through trial and supervising attorneys and investigations into financial crimes. Within her unit, she specializes in investigating and prosecuting cases of elder abuse and exploitation. Prior to her supervisory role, she served on the Firearms Unit, Domestic Violence Unit, Economic Crimes Unit, and Norristown Community Justice Unit in the Trials Division prosecuting most types of crimes, ranging from non-violent offenses to murders. Gwendolyn has served as an Assistant District Attorney in Montgomery County since her graduation from University of Pennsylvania Law School in 2017.

Matthew Kikta, Esq.

Matt grew up in Upper St. Clair, Pennsylvania. He graduated from Duquesne University with a Bachelor of Arts in International Relations. Matt played football for the Dukes while earning his undergraduate degree. Matt also received his Juris Doctor from Duquesne University and worked as a teaching assistant for the Legal Research & Writing program. Matt is a Certified Elder Law Attorney (CELA), the certification awarded by the National Elder Law Foundation (NELF) as authorized by the Supreme Court of Pennsylvania. He assists clients in all phases of the long-term care planning process. This includes Medicaid eligibility, Veterans benefits planning and traditional estate planning, all with an emphasis on issues specific to aging clients, as well as clients with disabilities. Additionally, Matthew assists families planning for children with special needs, including transitioning to adulthood as well as planning for litigation proceeds of injury victims who require important government benefits such as SSI and Medicaid. Matthew resides in Upper St. Clair, PA. In his spare time, he enjoys playing the guitar and weightlifting. Matthew also enjoys watching and playing sports and spending time with his family and friends.

Joellen Meckley, JD

Joellen Meckley, JD, is the Associate Vice President, Centers Strategy and Operations and Managing Director, Center for Special Needs. Meckley joined The College in 2022. She was most recently a partner at Begley Law Group where she concentrated her practice in special needs planning, elder law, estate planning, and guardianship. She is licensed to practice law in both New Jersey and Pennsylvania. Licensed in New Jersey and Maryland as a nursing home administrator, Meckley spent several years running nursing homes and assisted living facilities. Through her work with the special needs community, older adults, and their caregivers, she found herself increasingly drawn to helping clients plan proactively for the challenges of disability and aging. This passion led her to obtain a degree from the Temple University Beasley School of Law and many years in private practice as an Elder Law and Special Needs Attorney. Meckley earned her Bachelor of Arts degree with high honors in Psychology from the University of Michigan, where she was a member of Phi Beta Kappa. She earned her Master’s in Health Finance and Management from Johns Hopkins University, and her Juris Doctor from the Temple University Beasley School of Law.

Dr. Regina Koepp

Dr. Regina Koepp is a board-certified clinical psychologist, geropsychologist, and founder and CEO of the Center for Mental Health & Aging, the go-to place for mental health and aging. She is a sought-after keynote speaker and educator, providing continuing education courses to professionals on topics surrounding mental health and aging as well as sexual health and aging. She was formerly a lead psychologist at University of Vermont Medical Center, Assistant Professor at Emory University Department of Psychiatry, and psychologist at the Atlanta VA Health Care System, where she provided direct patient care and consultation on the Geropsychiatry Outpatient Mental Health team for more than a decade and served on the VA Central Office’s Geriatric Mental Health Field Advisory Committee. She is formerly Vice Chair of the Georgia Psychological Association Ethics Committee and served on the Atlanta VA Medical Center’s Ethics Committee, the Clinical Advisory Workgroup, and as chair of the Psychology Professional Standards Board for several years. Dr. Koepp has been featured in the New York Times, NPR, Chicago Tribune, Next Avenue, AARP, and other national media outlets. She is a contributing writer at Psychology Today and Psychotherapy Networker, where she discusses mental health and aging. Dr. Koepp earned her doctorate in Clinical Psychology at the PGSP-Stanford PsyD Consortium and completed her post-doctoral fellowship at Emory School of Medicine’s Department of Psychiatry & Behavioral Sciences/Grady Health System, where she won the Richard W. Morrell Community Commitment Award.

Jill Alwine, MBA

Ms. Alwine is the admissions and marketing coordinator at the Southeastern Veterans’ Center, a Pennsylvania State Veterans’ Home operated by the PA Department of Military and Veterans’ Affairs. Ms. Alwine assists Veterans’ and their loved ones with long-term care options and helps to guide them through the Federal VA benefit application system. Prior to her time with the Department of Military and Veterans’ Affairs, Ms. Alwine worked in long-term care for over 20 years in the administration, social services, and therapeutic recreation departments. She earned her B.S. from Temple University and her MBA from Gwynedd Mercy University.

Megan Walton

Megan Walton is the Strategic Planner Outreach Coordinator for the Coatesville VA Medical Center. She began her career at the VA 26 years ago as an accountant trainee in the Financial Management department. Throughout her tenure, she has held many positions within Financial Management including supervisor of the medical center’s cost account system and prosthetics department. Megan also served as the Assistant Chief, Financial Management for many years before moving into her current role. As Strategic Planner Outreach Coordinator, she leads the strategic planning initiatives for the medical center, reviews Veteran population and utilization projections and identifies opportunities to expand services at the Delaware County VA Clinic located in Newtown Square and the West Norriton VA Clinic. In addition, Megan also conducts outreach activities in Chester, Montgomery and Delaware Counties to educate Veterans about VA health care benefits and services and assist them in enrolling in VA health care.

Meeghan L. Binns, RN

Ms. Binns is the Contract Nursing Home & CLC Admissions Coordinator at the CVAMC, In addition, she works as a critical care nurse for trauma center in Chester County Pennsylvania. She is a member of the American Association of Critical-Care Nurses. Before beginning full-time employment with the VA, Ms.Binns precepted new nurses, participated in peer review council, and worked with hospital leadership on the Employee Advisory Council. She earned both a BS in Athletic training and a BSN from West Chester University. She will complete her MSN in Clinical Nurse Leadership from West Chester University in the Spring of 2025.

Alexander Paykin, Esq.

Born in the Soviet Union and having lived in multiple countries, Mr. Paykin brings a unique global perspective and diverse set of experiences to his legal practice. Throughout his career, Mr. Paykin has been recognized with numerous awards and honors, including the AV Preeminent Rating by Martindale-Hubbell, SuperLawyer status, and dozens of “Best Attorney” and “Best Law Firm” accolades. He serves on the boards of three 501(c)(3) non-profit organizations: General Needs, a veterans’ needs charity, to which both he and his firms are committed major donors; Brighter Tomorrows, a domestic violence shelter network where he serves as Secretary of the Board; and the Commack-Kings Park Charitable Fund, a community improvement charity where he previously served two terms as President of the Board and now continues as a board member. Mr. Paykin is also a former president of his Rotary Club and is a Paul Harris Fellow, a Paul Harris Society Member, and an active Major Donor to the Rotary Foundation.

Tala LaManna

Tala LaManna is a Licensed Clinical Social Worker with over 16 years of experience in clinical social work and over 21 years of experience in the human services field. Throughout her career, Tala has worked extensively with the aging population and caregivers as well as within community non-profit agencies and various outpatient medical settings. Prior to working at the Coatesville VA Medical center, Tala was a clinical psychotherapist in a group psychotherapy practice that provided individual counseling to adults. Tala joined the VA in July 2019, as a Clinical Social Worker in VA’s Primary Care program and has also worked in the Home Based Primary Care program. Tala accepted a new position within the Coatesville VAMC’s Caregiver Support Program in October of 2023. She earned her B.A. from the University of New Hampshire and her Maters of Social Work from Boston University.

Matthew J. Parker, Esq., CELA

Matthew J. Parker, Esq., is a principal of Marshall, Parker & Weber, LLC with offices in Williamsport, Jersey Shore and Plains.  His legal practice is focused on elder law, estate and special needs planning and estate administrations.  He is Certified as an Elder Law Attorney (CELA) by the National Elder Law Foundation under authorization from the Pennsylvania Supreme Court.  He has taught for the Pennsylvania Bar Institute and is a frequent speaker to consumer and professional groups on elder law issues including guardianship and estate planning.  He is also the author of chapters in the PBI publications, Estate Planning in Pennsylvania and Fee Agreements in Pennsylvania.  He is the current editor and contributing author of the PBI Press Publication, Elder Law in Pennsylvania. Attorney Parker is a member of the National Academy of Elder Law Attorneys, the Elder Law Section of the Pennsylvania Bar Association and the Pennsylvania Academy of Elder Law Attorneys.  

Dionysios C. Pappas, Esq., CELA

Mr. Pappas is co-managing member of Vasiliadis Pappas Associates LLC (www.lawvp.com) in Bethlehem, Pennsylvania. He is a certified elder law attorney (CELA) by the National Elder Law Foundation and practices exclusively in the areas of elder law, trust and estate planning, trust and estate administration, and special needs planning. Mr. Pappas’ practice encompasses the Lehigh Valley and greater Eastern Pennsylvania. He is admitted to practice law in Pennsylvania and New Jersey. A graduate of the Temple University Beasley School of Law (J.D. 2004), Mr. Pappas received his undergraduate degree in political science from Temple University (B.A. 2001, magna cum laude, Phi Beta Kappa, Pi Sigma Alpha) with a specialization in political economy and minors in history (Phi Alpha Theta) and economics. Mr. Pappas has been a member of the planning team for the Pennsylvania Bar Institute’s Elder Law Institute since 2018. He frequently lectures and contributes articles to professional and community organizations on issues in his subject matter area, including appearances on “Your Financial Choices” – Talk Radio for Your Finances” (NPR – Lehigh Valley WDIY 88.1 FM). Mr. Pappas was selected for inclusion in the field of elder law as a Pennsylvania Super Lawyers Rising Star from 2010 to 2015, Pennsylvania Super Lawyers from 2020 to 2023, and Best Lawyers from 2019 to 2023. On July 22, 2021, Mr. Pappas was honored by the Pennsylvania Bar Association’s Elder Law Section with its Excellence in Elder Law Award. The award was “in recognition and appreciation of his superior professional efforts in the field of elder law, significant contributions to the legal profession, and noteworthy service to the elderly. He is a past Chair of the Pennsylvania Bar Association Elder Law Section (2018-2019) and the Northampton County Elder Law Committee (2017-2021). He is also a member of numerous organizations including the Pennsylvania Bar Association (Elder Law, Probate Trust Law Sections), Lehigh County Bar Association (Estates Trusts Committee), Northampton County Bar Association (Elder Law, Estates Trust Law, and Tax Law Committees), Estate Planning Council of the Lehigh Valley, National Academy of Elder Law Attorneys, Pennsylvania Association of Elder Law Attorneys, Muhlenberg College Board of Associates (2012-2023), and Northampton Community College Foundation – Planned Giving Advisory Council (2016-2022).

Amy Dolan Strano, Esq.

Ms. Strano serves as President of Achieva Family Trust and Senior Vice President of Achieva in Pittsburgh. She spent more than 10 years in the UPMC Corporate Legal Department, representing Western Psychiatric Institute & Clinic and Magee Women’s Hospital as Associate Counsel. She also represented the Department of Human Services for Allegheny County as Assistant County Solicitor, a job she held before working at UPMC. Ms. Strano taught Mental Health Law at The University of Pittsburgh School of Law from 2005 through 2008. She serves on the Allegheny County Bar Association’s Board of Governors and is Past Chair of the ACBA’s Elder Law Committee and Past Chair of the Health Law Section. She is a member of NAELA and PAELA. She is a Board Member of Vincentian Collaborative System. She is a graduate of Bethany College and the Duquesne University School of Law.

John S. Kamarados, Esq.

John Kamarados is the founder and owner of Kamarados Law Offices in New Kensington, PA. John practices in the areas of VA Benefits and Social Security Disability. He is admitted to practice law in Pennsylvania, West Virginia and Ohio and is also admitted to the Court of Appeals of Veteran’s Claims. John has handled VA disability cases in front of the VA and on appeal through the Court of Appeals of Veterans Claims in Washington D.C. John has been practicing law for over 22 years. He is a graduate of the West Virginia University College of Law.

Sally L. Schoffstall, Esq., CELA

Ms. Schoffstall is the founding member of Schoffstall Elder Law, LLC, a firm dedicated to the practice of elder and special needs planning law, guardianship, estate planning, and estate administration. She is certified as an elder law attorney (CELA) as conferred by the National Elder Law Foundation and authorized by the Pennsylvania Supreme Court. Ms. Schoffstall is a member of the National Academy of Elder Law Attorneys (NAELA) and a founding member of the Pennsylvania Association of Elder Law Attorneys (PAELA). She currently serves as Treasurer of PAELA and a member of its Board of Directors. Ms. Schoffstall is an invited member of the Special Needs Alliance, a national nonprofit organization of attorneys dedicated to assisting individuals with disabilities and their families. In 2011, she was presented with the Excellence in Elder Law Award from the Elder Law Section of the Pennsylvania Bar Association, “in recognition and appreciation of her superior professional efforts in the field of elder law, significant contributions to the legal profession, and noteworthy service to the elderly.” In 2013, she was honored to receive the Outstanding Member Award from PAELA. Ms. Schoffstall possesses Martindale Hubbell’s highest lawyer rating of AV® given to those select attorneys who have reached the highest standards of professional excellence. Ms. Schoffstall graduated, Phi Beta Kappa, from Oberlin College, where she double-majored in English and Economics (Honors). She received her juris doctor degree from the Cornell Law School. Ms. Schoffstall has served, since 1998, as a speaker for the annual Elder Law Institute sponsored by the Pennsylvania Bar Institute and as a course planner from 1998-2018.

Robert K. Schweitzer, Esq., CELA

Mr. Schweitzer is a certified elder law attorney (CELA) and an Associate Attorney with Julian Gray Associates in Pittsburgh. He received his Bachelor of Arts, magna cum laude, from Westminster College in New Wilmington, Pennsylvania. He received his Juris Doctor from the University of Pittsburgh School of Law. He focuses his practice on counseling individuals and families with respect to estate and long-term care planning as well as trust and estate administration. He currently serves on the board for the PBI Elder law Section and the Pennsylvania Association of Elder Law Attorneys. Prior to joining Julian Gray Associates, Mr. Schweitzer practiced for a mid-sized law firm in Pittsburgh in the Estates and Trust Services Group. Mr. Schweitzer has experience in litigating commercial, construction, securities and professional liability matters. He is recognized as a Pennsylvania Super Lawyer and in Best Lawyers in America.

Linda M. Anderson-Green, Esq., CELA

Linda M. Anderson is the founder and principal of Anderson Elder Law, a firm in Media, PA serving clients of all ages throughout the Delaware Valley. She is dedicated to helping individuals and families navigate legal, financial, and medical issues related to elder law, estate planning, and long-term care and special needs planning. Ms. Anderson has over 30 years of experience in the elder law field and is a Certified Elder Law Attorney, as conferred by the National Elder Law Foundation and authorized by the Pennsylvania Supreme Court. Ms. Anderson is an active and distinguished member of her evolving field. She is an accredited attorney with the Department of Veteran Affairs as well as a Charter Member of the Life Care Planning Law Firms Association, and long-time member of the National Academy of Elder Law Attorneys. In addition, she is an invited member of the Special Needs Alliance, which distinguishes lawyers with dedication and skill in aiding special needs clients while also serving the wider community of disabled individuals and their families through local, state, and national organizations. Ms. Anderson is the past President of PAELA (Pennsylvania Association of Elder Law Attorneys (2018-2019)) and has served as Chair of the Pennsylvania Bar Association Elder Law Section (2009) and as Co-Chair of the Delaware County Bar Association’s Elder Law Committee (2004-2018). Ms. Anderson has been recognized as a Pennsylvania Super Lawyer® in the field of Elder Law since 2004, and repeatedly as one of the Top 100 Lawyers in Pennsylvania and as a Top 50 Women Lawyers in Pennsylvania. She was awarded with the 2012 PAELA Member of the Year Award and Anderson Elder Law has been distinguished by U.S. News and World Report as one of the top law firms in the country and she has been selected for Best Lawyers in America. Ms. Anderson also received the prestigious AV® rating from Martindale Hubbell and is a Fellow of ACTEC (The American College of Trust and Estate Counsel). Ms. Anderson was also honored for the 2022 Achieva Awards of Excellence in Legal Services by Achieva, a family of organizations that seeks to empower people with disabilities. Ms. Anderson not only volunteers with community and professional groups to share her knowledge, but is also a regular faculty member and course planner for the Pennsylvania Bar Association in areas of elder law, estate planning, long term care planning, special needs planning, and veterans’ benefits. She received her bachelor’s degree from Sarah Lawrence College, has a master’s degree in Taxation from Villanova University, and graduated from the University of San Francisco School of Law.

Ellen Freedman, CLM

Ellen serves as the Law Practice Management Coordinator for the Pennsylvania Bar Association. In that capacity she assists PBA’s members with management issues and decisions on the business side of their practice, including areas like technology, financial management and profitability, human resources, marketing, risk management, setting up a practice and so forth. Ellen holds the designation of Certified Legal Manager through the Association of Legal Administrators (ALA), the credentialing body for the CLM degree. Of the 11,000+ members of the ALA, approximately 300 are certified legal managers. Ellen was one of the first 20 in the nation to have achieved this designation. She holds a Certification in Computer Programming from Maxwell Institute, and a Certification in Web Site Design and a B.A. from Temple University. Ellen was inducted as a Fellow of the College of Law Practice Management in October 2020. Membership in the College is by invitation only. Eligible nominees include those who have made significant contributions to the field of law practice management for over ten years. Since its establishment over twenty years ago, nearly 300 practitioners from 5 different countries have become Fellows of the College. Ellen managed inside law firms for twenty years. Most of that time was spent in a midsize (35+ attorney) firm environment. She launched her consulting practice in 1998 and joined the Pennsylvania Bar Association in 1999. She was a member of the Association of Legal Administrators for over 20 years and founded the Independence Chapter. She is a frequent author and speaker on law firm management issues on a national level.

David Shallcross

Mr. Shallcross has worked to protect our communities for over 40 years. His career in public service began in 1980 as a Firefighter, Fire Inspector and Fire Prevention Instructor in Bristol Township, he also was a member of the Bristol Borough Auxiliary Police and held the rank of Sergeant; Then in 1986 he was appointed as a Deputy Sheriff with the Bucks County Sheriff’s Office, during his 21 years with the Sheriff, David became an Investigator and created the new Warrant Service Unit within the Fugitive Division and was later promoted to Warrant Specialist in charge of the division. Mr. Shallcross next served as a Law Enforcement Liaison for a Federal Contractor and was assigned to special projects for the U.S. Department of Homeland Security. In 2008 David Shallcross joined the ranks of the Office of Attorney General as a Community Liaison in the Public Protection Division’s Elder Abuse Unit, He was later promoted to Senior Community Liaison and Coordinator of the Elder Abuse Unit and in 2017 he was appointed as the Acting Director of Education and Outreach. Currently he is the Director of the Senior Protection Unit and is the Attorney Generals’ designee on the PA Supreme Court’s Elder Justice Advisory Council.  Mr. Shallcross is a recipient of the Sheriff’s Commendation of Valor (1988), Award of Merit and the F.O.P. Outstanding Service Award (2003), PA Crime Prevention Officer of the Year (2010 & 2015) and received the PA 3rd Senatorial District ‘Community Involvement Award’ (2013).  David holds seats on the executive boards of the PA Crime Prevention Officers’ Association and the Bucks County Heroes Scholarship Fund and past Vice President of the Fraternal Order of Police Lodge #PA-53.  Mr. Shallcross was an Honor Graduate of the PA Deputy Sheriff’s Academy at the Dickinson School of Law; he has also attended specialized training with the U.S. Marshal’s Service and the FBI.  He is a certified instructor in Community Crime Prevention by The PA Commission on Crime & Delinquency.

David A. Jaskowiak, Esq.

Mr. Jaskowiak is a sole practitioner in Jenkintown, PA, who has been in practice since 1987. He received a Bachelor of Arts from La Salle College (now, University) in 1977, graduating maxima cum laude. After several years working as a licensed real estate broker in the Commonwealth of Pennsylvania, he received his law degree from Temple University in 1987, graduating cum laude. His work in the area of elder law now focuses principally on litigation involving elder abuse, POA abuse and other financial exploitation issues, filial support, and guardianships. He has previously presented for the Pennsylvania Association of Elder Law Attorneys (“PAELA”), the Pennsylvania Bar Institute, the Montgomery County Bar Association, the Elder Roundtable for Justice, and both the Lehigh and Montgomery County Estate Planning Councils. He is admitted to practice in Pennsylvania, New Jersey, the United States District Courts for the Eastern and Middle Districts of Pennsylvania, and the Third Circuit.

Tammy A. Weber, Esq., CELA

Ms. Weber is the managing principal of Marshall, Parker Weber, LLC (www.paelderlaw.com) with offices in Williamsport, Plains, and Jersey Shore, Pennsylvania. Her practice focuses on elder law, estate and business succession planning. She graduated magna cum laude from Lycoming College and received her law degree from Temple University. She is a certified elder law attorney (CELA) by the National Elder Law Foundation. She is also a VA accredited attorney for the preparation, presentation, and prosecution of claims for veterans’ benefits before the Department of Veterans Affairs. She previously served as an Assistant United States Attorney for the Eastern District of Pennsylvania where she was involved with major federal investigations and prosecutions. While in this position, she was the recipient of the Department of Health Human Services Inspector General’s Integrity Award for the investigation and criminal conviction of the first Medicare money laundering seizure case in the country. Ms. Weber has also served as an adjunct professor at Saint Joseph’s University Graduate Criminal Justice Program where she designed and taught a course on law and social policy. For several years, she sat on the editorial board of the Legal intelligencer. Ms. Weber is President of the Pennsylvania Association of Elder Law Attorneys (“PAELA”). She is Past Chair of the Pennsylvania Bar Association’s Elder Law Section and serves on Council, Chair of the Lycoming Law Association’s Community Activities and Outreach Committee, and Past President of the Lycoming Law Association. Ms. Weber is Immediate Past Chair of the First Community Foundation Partnership of Pennsylvania (“FCFP”) and a Trustee for Lycoming College, Williamsport PA. She is a member of the Northcentral Pennsylvania Estate Planner’s Council and the National Academy of Elder Law Attorneys (“NAELA”). She also serves on the Ethics Advisory Board for Albright LIFE.
