Faculty
Lisa M. Grayson, Esq.
The Honorable Lisa M. Grayson is currently the Register of Wills and Clerk of the Orphans’ Court for Cumberland County, Pennsylvania. She recently retired after serving in the United States Air Force and Pennsylvania Air National Guard as a Judge Advocate General (JAG) attaining the rank of Lieutenant Colonel. Prior to taking office in 2014, Ms. Grayson was a staff attorney for the United States District Court, Middle District of Pennsylvania, concentrating on death penalty and pro se cases. Prior to working for the Court, Ms. Grayson was in private practice, handling diverse matters in civil, criminal, and orphans’ court matters focusing on wills & probate, real estate, family, dependency, municipal, and mental health law. Ms. Grayson is an active member of the Pennsylvania Bar Association, currently the co-chair of the Military and Veterans Affairs committee and Cumberland County Bar Association, currently serving as a director of the board. Ms. Grayson is a graduate of the Dickinson School of Law and Pennsylvania State University.
Alex Snyder, Esq.
Alex Snyder concentrates his practice in estate and trust planning and administration, tax planning, and business law. Alex’s clients range from individuals to families, small business owners and non-profit organizations.
In Alex’s estate and trust practice, he assists his clients in developing their estate and tax plan to best meet their individual, family or business succession planning needs while minimizing tax implications. Alex’s experience includes drafting wills, living wills, advanced directives, revocable trusts, dynasty trusts, irrevocable insurance trusts, irrevocable life insurance trusts, qualified personal residence trusts, grantor retained annuity trusts (GRATs), charitable remainder annuity trusts (CRATs), charitable remainder unitrusts (CRUTs), special needs trusts, family limited partnerships, and powers of attorney. He also assists clients with estate and trust administration and the probate process. Alex’s experience includes matters involving Orphan’s Court and fiduciary litigation. Alex also advises his clients on tax planning for both individuals and business owners. Alex is active with the York County Estate Planning Council, the local chapter of the National Association of Estate Planners and Councils. Alex’s estate planning practice dovetails with his work with small and closely-held business clients. Alex has experience working with his clients on issues such as entity formation and structuring, succession planning, contract review, non-disclosure agreements, shipping and distribution and real estate matters. Alex has gained a unique understanding of the issues facing family-owned and agricultural businesses through his personal experience with his family’s small commercial farm. Alex works with corporations, partnerships and limited liability companies on the complex tax issues that are inherent in the acquisitions and sales of business assets and interests. He also assists business clients with navigating problems related to state and local taxation involving realty transfer tax, sales tax, employment taxes and income tax withholding. In addition, Alex works with developers and investors on the tax implications and structuring of projects designed to capture federal and state historic tax credits, new markets tax credits, low-income housing tax credits and renewable energy credits. Additionally, Alex has assisted non-profit organizations in formation, tax-exempt status filing, and general governance issues.
Linda Bobrin, Esq.
Ms. Bobrin is the Register of Wills and Clerk of Orphans’ Court for Bucks County, Pennsylvania. Prior to taking office in January of 2020, Ms. Bobrin maintained her own law practice, focusing largely on workers’ compensation and social security disability matters. In that practice, she handled many administrative hearings and attended depositions on a regular basis. Ms. Bobrin is a member of the Bucks County Bar Association as well as the Orphans’ Court section of the bar association. She is a member of the executive board of the PA Register of Wills Association and is currently the legislative chair. Ms. Bobrin attended Arcadia University (formerly Beaver College) where she received a degree in political science and received her Juris Doctor from Widener University Delaware Law School.
Anne Cooper, Esq.
Ms. Anne L. Cooper has been the elected Register of Wills and Clerk of the Orphans’ Court for Lancaster County since January 2016. She is a 1977 graduate of Shippensburg University and a 1983 graduate of Duquesne University School of Law. Following graduation, she served as a law clerk to the Honorable Ronald L. Buckwalter (Court of Common Pleas of Lancaster County) and then engaged in private practice. For eight years, she served as a part-time assistant District Attorney for Lancaster County. She also served as a part-time solicitor for the Lancaster County Children & Youth Agency for over 20 years. She is a member of the Lancaster County and Pennsylvania Bar Associations.
Jean Papay
Mrs. Papay was first elected Register of Wills and Clerk of the Orphans’ Court of Carbon County in 2018. She has a staff of 3 and a part time solicitor. Before being elected as the Register of Wills/Clerk of Orphans’ Court, Mrs. Papay was the District Office Manager for the State Representative of Carbon County 122nd District from 2008 until her election in 2018. Prior to working for the State Representative, she worked for 18 years in the private sector for LaFarge North America as Senior Sales Administrator. Mrs. Papay has served on boards of local organizations including Family Promise of Carbon County, Palmerton Lighting Committee, delivered Meals on Wheels in Carbon County, and delivered Micah backpack meals to the local elementary school. Mrs. Papay is currently participating in the Pennsylvania Guardianship Justice Summit.
