Faculty

Kristina A. Moon, Esq.

Kristina Moon (she/her) is a Senior Attorney in the Philadelphia office of the Education Law Center. She supports ELC’s litigation and policy advocacy across all issue areas. Kristina’s current and recent work includes ELC’s lawsuit against the Commonwealth of Pennsylvania for a more adequate and equitable school funding system and a federal class action on behalf of former students abused and denied education at Glen Mills Schools, ELC’s campaign for Inclusive Schools and Honest Education, and advocacy on behalf of English Learners, LGBTQ youth and students in the foster care and juvenile justice systems. Previously, Kristina worked as a staff attorney with Prisoners’ Legal Services of New York, where she used litigation and administrative advocacy to advance the rights of incarcerated individuals and specialized in young adult advocacy. Prior to that, as a litigation associate at Dechert LLP she coordinated the firm’s efforts in a federal civil rights action challenging the excessive use of solitary confinement for youth with mental health needs in delinquency placement. Kristina also worked as an attorney with Juvenile Law Center where she was a member of the Luzerne County “kids-for-cash” litigation team and employed legislative and litigation strategies to combat the criminalization of consensual teen technology use. Kristina is a graduate of Franklin & Marshall College and Temple University Beasley School of Law. Prior to law school, Kristina worked in direct service with underserved youth and families through an AmeriCorps violence-prevention position in Seattle, WA and an after-school program in Ithaca, NY.

Maura McInerney, Esq.

Maura McInerney (she/her) is Legal Director at the Education Law Center, a non-profit legal advocacy organization dedicated to ensuring all children in Pennsylvania have access to quality public education. Maura has been a litigator in the private and public sectors for over thirty years. Since arriving at the Education Law Center in 2007, Maura has litigated precedent-setting state and federal cases on behalf of underserved children, including a class-action lawsuit filed on behalf of children in foster care which resulted in the dismantling of an inferior, segregated school and the awarding of compensatory education services to hundreds of children in foster care, and a federal case that established several important educational rights of homeless children. She was also ELC’s lead litigator in a fair school funding case which resulted in Pennsylvania’s current school funding system being declared unconstitutional in February 2023.  In addition to leading ELC’s litigation efforts, Maura engages in legislative and policy work at the national and state level and is recognized as a national expert on laws involving the education rights of children who are homeless and those in foster care. She helped found and represents ELC as a member of the national Legal Center for Foster Care and Education. In 2012, Maura was named Child Advocate of the Year by the Pennsylvania Bar Association’s Children’s Rights Committee for her work on behalf of children in foster care. She has also received the Unsung Hero Award from the Legal Intelligencer for her litigation on behalf of students experiencing homelessness. Before joining ELC, Maura served as Special Counsel in the Trial Department at the international law firm Duane Morris for twelve years, where she co-counseled over sixty cases, including numerous trials and appeals at the federal, state and administrative level. As an Assistant Attorney General for the State of Maryland, she handled dozens of administrative hearings and appeals. She also served as a law clerk for the U.S. Court of Appeals for the D.C. Circuit. In 1990, Maura co-founded a transitional housing program in Columbia, M.D., which continues to provide housing, legal support and social services for families. Maura graduated from Fordham Law School in 1988.

Margaret M. Wakelin, Esq.

Ms. Wakelin is a Senior Attorney in the Philadelphia office of the Education Law Center. Her work focuses on litigation efforts to advance educational access issues for all students. In addition to supporting ELC’s impact litigation, Ms. Wakelin manages the Education Helpline, which is a statewide helpline that provides advice, resources, and direct representation on education civil rights issues. Prior to joining ELC, Ms. Wakelin was a supervising attorney with the Special Education Clinic at Equip for Equality in Illinois. There, she led a multi-attorney team to represent students with disabilities in both individual and systemic educational matters. Before becoming a supervising attorney, Ms. Wakelin was a staff attorney and an Equal Justice Works Fellow at Equip for Equality. As a 2008 Fellow, she created the Autism Project, which provided legal representation and self-advocacy training to families seeking to obtain critical research-based educational services and appropriate school placements for their children with autism. Ms. Wakelin began her career as a high school special education teacher in Mississippi and later attended Northwestern University School of Law. At Northwestern, she represented students at-risk of school expulsion and served as the Managing Attorney of the Journal of Law and Social Policy.

Sujaya S. Rajguru, Esq.

Sujaya Rajguru is a Staff Attorney at the Women’s Law Project working to advance gender justice through impact litigation and direct representation with a focus on pregnancy and lactation discrimination. Sujaya earned her J.D. from the University of Virginia School of Law in 2022. She graduated magna cum laude and Phi Beta Kappa from the University of Florida with a B.A. in History in 2019. She is based in WLP’s Philadelphia office.

Catherine Merino Reisman, Esq.

Catherine Merino Reisman is a founding partner of Reisman Gran Zuba LLP, providing consultation and guidance regarding the legal rights of children and adults with disabilities. She graduated from Yale Law School in 1989 and is admitted in New Jersey, Pennsylvania, New York, the United States Supreme Court, and numerous federal courts of appeals and district courts. She has represented clients in Pennsylvania, New Jersey and nationally in administrative hearings as well as federal and state court. Catherine is a past Chair and member of the Board of Directors of the Council of Parent Attorneys and Advocates (COPAA), a current Co-Chair of COPAA’s Amicus Committee, and the 2025 recipient of COPAA’s Diane Lipton Award for Outstanding Advocacy. She is an active member of state bar groups focused on disability rights, a former parent member of the Program Advisory Board to the New Jersey Coalition for Inclusive Education, and a member of the Supreme Court of New Jersey District IV Ethics Committee. Catherine speaks regularly to groups of parents and attorneys regarding special education, civil rights, and disability rights.

Wendy Lecker, Esq.

Wendy Lecker is responsible for developing, engaging, and managing ELC’s legal and litigation work to ensure fairness and adequacy in school funding and the equitable provision of resources essential to effectuate students’ constitutional and legal rights to public education. She also assists on legal work and litigation for Public Funds, Public Schools, a national campaign to ensure that all public funds are used to support public schools. Before joining ELC, Wendy was a staff attorney at the Campaign for Fiscal Equity (CFE) in New York. She has also worked as a consultant in education finance and policy for The Rural School and Community Trust and Connecticut Voices for Children. Wendy has a B.A. from Cornell University and a J.D. from New York University. She is the former president of the Stamford Parent Teacher Council, and a former education columnist for Hearst Connecticut Media Group.

Heidi B. Goldsmith, Esq.

Ms. Goldsmith has been serving the needs of children and families in the area of special education for 20 years. Prior to founding Bradley Goldsmith Law, Ms. Goldsmith practiced law at McAndrews Law Offices. During her 19 years at McAndrews Law Offices, Ms. Goldsmith became a Shareholder of the firm and was Supervising Shareholder of the Special Education Department for almost 10 years. Ms. Goldsmith is the Parent Attorney Representative to the Stakeholders Council of the Office for Dispute Resolution and has recently been appointed to the Professional Advisory Board of the Learning Disabilities of America. Ms. Goldsmith frequently speaks at National and State-Wide Special Education Conferences including the LDA, Arthritis Foundation, COPAA and PBI. Ms. Goldsmith offers substantial expertise in the area of Special Education Law and handles a wide variety of special education matters, civil litigation cases and criminal justice issues.

Kalani E. Linnell Asroff, Esq.

Kalani Linnell is an experienced education law practitioner with a keen understanding of the issues from both a legal and practical standpoint. She advises clients in matters involving special education, student civil rights, and operations/practices. She is an associate with Sweet, Stevens, Katz & Williams LLP. In the years before joining the firm, Kalani worked with law firms with significant education law practices. She also worked as an investigator and hearing officer for a consulting firm that advised educational institutions in major areas of legal compliance. She also worked as a teacher in a large Pennsylvania school district prior to attending law school. As such, she has a deep understanding of the challenges teachers and administrators face on a daily basis in terms of discipline, safety, and plan/goal implementation. She is especially dedicated to the issue of Title IX compliance, both its historic regulations and the impending new directives. In 2020, she was invited to join a select group of attorneys providing guidance on the rules to the State University of New York. She also advised the Pennsylvania School Board Association on model policies relating to Title IX, and she has delivered a number of live presentations on the subject, including “The Intersection of Title IX and Special Education” at the Council for School Attorneys/National School Boards Association conference in 2023, and “The Equitable Application of Title IX,” to the Council of Administrators of Special Education (CASE) Law and Leadership Academy in 2024. She maintains a constant commitment to professional development by seeking opportunities to learn, grow and share through client in-service training, writing legal alerts and articles on cutting-edge topics, and presenting live continuing legal education programs and seminars. She is a graduate of Drexel University, Thomas R. Kline School of Law (J.D., cum laude) and West Chester University of Pennsylvania (B.S.Ed., magna cum laude). She is admitted to practice in Pennsylvania and the U.S. District Court, Eastern and Middle Districts, and the U.S. Court of Appeals, Third Circuit.
